We, the people of the United States, in
order to form a more perfect union, establilh justice, infúrè doniestic tranquility, provide for the common defence, promote the general welfare; and secure the blessings of Liberty to ourselves and to our posterity, DO ORDAIN AND ESTABLISH this CONSTITUTION for the UNITED STATES OF AMERICA:
$. t. ALL legiNative powers herein granted, thall be vested in a Congress of the United States, which shall consist of a Tenate and house of rea presentatives.
$. 2. The houle of representatives shall be composed of members chosen every second year by ibë people of the several states, and the ca lectors in each state shall have the qualifications requisite for electors of the most numerous branch of the state legislature.
