The Right Worthy Grand Lodge of the Independent Order of Good Templars met in the city of Washington, District of Columbia, U. S. A., on Tuesday, the 27th day of May, 1884, and was called to order at 10 o'clock A. M. by the R. W. G. Templar, Geo. B. Katzenstein.

The following officers were present, and answered to their names upon the calling of the roll:

The Committee have had presented to them a paper from the Grand Lodge of Florida purporting to authorize Bro. C. T. Kelley, of Tennessee, to represent said Grand Lodge in this body. The Committee report that in their judgment the law of the Order does not permit of proxy representation and therefore report adversely to the application.

The Grand Lodge of Kentucky sends Bros. R. S. Cheves and C. E. Swift as representatives, but as the Grand Lodge is indebted to this body the Committee is obliged to report adversely to their admission until the account is settled.

The Grand Lodge of Tennessee is also in arrears. Bro. Kelley, the representative, states that the amount has lately been forwarded, but the Committee recommend that he be not admitted until the same is received. The Grand Lodge of Nebraska makes application for the admission of a third representative. The Committee will make a subsequent report upon this matter.

Rep. Brackett, of Maine, moved that immediately upon the conferring of the R. W. G. Lodge degree the R. W. G. L. be opened in the subordinate degree for the admission of visitors. Carried.
