SECOND EDITION.

THE following Volume is an enlarged translation of the principal part of Bynkershoek's "Queftiones Juris Publici," a work, the merits of which have long been known in the learned world. The first impreffion of the English Edition appeared in the year 1759: during the intervening period it has become very scarce; and, being fold at an extravagant price, the publishers have been induced to offer another Edition to the acceptance of the Public.

In order to render the Volume more worthy of notice, the Editor has fedulously corrected fome peculiarities of style and punctuation, and has fubjoined various notes: the object of these is, to point out modern deviations from the Law of Nations, and to invite, rather than to gratify, inquiry on that important fubject.-Confcious of imperfec
