If a flash occurs at any temperature between seventy-six degrees and two hundred degrees Fahrenheit, the temperature at which it occurs. subject to correction for atmospheric pressure, is the flashing point of the sample.

In repeating a test a fresh sample of oil must always be used, the tested sample being thrown away, and the cup must be wiped dry from any adhering oil, and cooled, as already described, before receiving the fresh sample.

5. Correction for Atmospheric Pressure.-As the flashing point of an oil is influenced by changes in atmospheric pressure to an average extent of sixteen degrees Fahrenheit for every inch of the barometer, a correction of the observed flashing point may become necessary. The height of the barometer must, therefore, be determined at the time of making the test for the flashing point. The true height of the barometer for the purpose of the test shall be considered to be the height of the column of mercury measured at thirty-two degrees Fahrenheit, which is supported by the air pressure at the time of the experiment; that is, the actual height of the barometer at the time of observation duly corrected for any error of the instrument and for its temperature if necessary. For the purpose of applying the correction to the flashing point of the oil obtained by the test, a table is appended to this schedule, giving the flashing points of oils ranging from sixty-five degrees to eighty degrees Fahrenheit under pressure ranging from twenty-seven to thirty-one inches of mercury.

The table is used in the following manner :-

Example.-An oil has given a flashing point of seventy-one degrees, the barometer being at 28'6; take the nearest number to seventy-one
degrees in the vertical column headed 28.6. This number is 70'8. Substitute for this the number in the same horizontal line in the column headed
30 (the normal height of the barometer). The substituted number, that is, the true flashing point of the oil, is seventy-three degrees.

An Ordinance to amend "The Petroleum Ordinance, 1887."

WHEREAS is Petroleum Ordinance, 1887:" Be it therefore

HEREAS it is expedient to amend the Ordinance No. 6 of 1887,

enacted by the Governor of Ceylon, by and with the advice and consent of the Legislative Council thereof, as follows:

This Ordinance may be cited for all purposes as The Petroleum Amendment Ordinance, 1893," and shall come into force on the thirtyfirst day of December, 1893.

2 "The Petroleum Ordinance, 1887," is hereinafter referred to as the principal Ordinance," and the principal Ordinance and this Ordinance may be cited for all purposes as The Petroleum Ordinances. 1887 and 1893," and this Ordinance shall be construed as one with the principal Ordinance; and the expression" this Ordinance" in the principal Ordinance, and any expression referring to the principal Ordinance which occurs in any Ordinance or other document, shall be construed to mean the principal Ordinance as amended by this Ordi

nance.

3 (1) To sub-section (a) of section 19 of the principal Ordinance the following words shall be added, namely, "except when conveyed in a cart specially constructed for the purpose, which has been licensed by writing under the hand of the local authority for the conveyance of petroleum."

(2) In sub-section (b) of the same section, after the word "vessel " and before the words "so constructed" the words "or cart "shall be inserted.

Street, bridge, owner, person, annual value, municipal council, late municipal council, chairman, assistant chairman, magistrate, municipal magistrate, government' agent, building, nuisance, municipal fund, municipal office, standing committee, residence, budget, public and private markets, populous localities.

Municipal Constitution.

4 Colombo, Kandy, and Galle to continue municipalities.

Power reserved to the Governor in Executive Council to create other towns into municipalities.

5 Governor in Executive Council may declare limits and divisions of municipalities, and such limits or divisions may alter or vary. Existing limits and divisions of Colombo, Kandy, and Galle to continue in force.

6 Governor in Executive Council may alter the number or limits of the divisions of any municipality.

7 Municipal councils.

Councillors to be elected or nominated.

Chairman to be ex-officio councillor.

Municipal council to be a corporation.

8 Chairman and councillors of late municipal councils to continue in office under this Ordinance until appointment of successors.

9 Qualification for election as councillor.

10 One-half at least of the councillors to be elected.

Non-elected councillors to be nominated by Governor.

11 Qualification of voters.

A person owning several houses in one or more divisions, of the required annual value, to have a vote in respect of every such house.

12 Joint stock companies may vote.

13 Chairman of municipality or government agent to prepare two separate lists for each division of persons entitled to be elected and to vote.

Municipal Councils.

Section.

14 Lists to be published in the Government Gazette, and notice of publication to be given in two or more of the local newspapers. 15 Procedure in case of qualified person's name being omitted from lists.
