OXILAll bills of credit emitted, monies borrowed, and debts contracted by, or under the au thority of congrefs, before the affembling of the United States, in pursuance of the prefent confederation, fhall be deemed and confidered as a chargé against the United States, for payment and fatisfaction whereof the faid United States and the public faith are hereby folemly pledged.

-XIII. Every state shall abide by the determina tions of the United States in congrefs affembled, one alloquestions which by this confederation are fubmitted to them. And the articles of this confederation fhall be inviolably obferved by every ftate, and the union fhall be prepetual; nor fhall any alteration at any time hereafter be made in any of them, unlefs fuch alteration be agreed to in a congrefs of the United States, and be afterwards confirmed by the legislatures of every ftate.

And whereas it hath pleased the Great Governor of the World to incline the hearts of the legislatures we refpectively reprefent in congrefs, to approve of, and to authorise us to ratify the faid articles of confederation and perpetual union: Know ye, that we, the underfigned delegates, by virtue of the power and authority to us given for that purpose, do, by thefe prefents, in the name and behalf of our refpective conftituents, fully and entirely ratify and confirm

confirm each and every of the faid articles of confederation and perpetual union, and all and fingular the matters and things therein contained. And we do further folemnly plight and engage the faith of our respective constituents, that they shall abide by the determinations of the United States in congress affembled, on all questions which by the faid confederation are fubmitted to them; and that the articles thereof shall be inviolably observed by the ftates we respectively reprefent; and that the union fhall be perpetual. In witness whereof, we have hereunto set our hands in congrefs.

WE, THE PEOPLE OF THE UNITED STATES,

in order to form a more perfect union, establish justice, insure domeftic tranquillity, provide for the common defence, promote the general welfare, and fecure the bleffings of liberty to ourselves and our pofterity, do ordain and establish this conftitution of the United States of America.

Sect. 1. All legiflative powers herein granted shall be vested in a congrefs of the United States, which fhall consist of a fenate and house of reprefentatives.

Sect. 2. The house of reprefentatives fhall be compofed of members chofen every fecond year by the people of the several states, and the electors in

No perfon fhall be a representative who shall not have attained to the age of twenty-five years, and been feven years a citizen of the United States, and who fhall not, when elected, be an inhabitant of that ftate in which he thall be chofen."

Reprefentatives and direct taxes fhall be apportioned among the several states which may which may be included within this union, according to their refpective numbers, which shall be determined by adding to the whole number of free perfons, including thofe bound to fervice for a term of years, and excluding Indians not taxed, three-fifths of all other perfons. The actual enumeration fhall be made within three years after the firft ineeting of the congrefs of the United States, and within fubfequent term of ten years, in fuch manner as they fhall by law direct. The number of reprefentatives fhall not exceed one for every thirty thoufand, but each ftate fhall have at least one representative; and until such enumeration shall be made, the state of New-Hampshire fhall be entitled to chufe three, Maffachusetts eight, Rhode Island and Providence Plantations one, Connecticut five, New-York fix, New-Jerfey four, Pennfylvania eight, Delaware one, Maryland fix, Virginia ten, North-Carolina five, South-Carolina five, and Georgia three.
