peace. The experiment, in order to be
conclusive, must involve rigid uprightness on the
part of the State that objects to war. When,
therefore, the breakdown of Quaker policy, in
1756, is pointed to, it should also be stated that
it was very largely due to the injection into the
political situation of the non-Quaker manage-
ment of the Proprietors. As long as exact jus
tire prevailed peace existed, and this is the les-
son of Pennsylvania.
