SIR-The law requires the Secretary of State to present a report of the business of his office, annually, to the Governor. The official year ends October 31, and, of course, the record can not be fully made up until after that day. A careful compilation requires time so that it is always several weeks after the close of the official year before the report can be placed in the hands of the Governor. During the preparation of this Report the death of Governor Williams occurred, and I now present it to you as his successor.
