Provisions for payment, bonds.-3. For the purpose of raising money to pay for the cost of the construction of such highway, the county council shall adopt an ordinance, as now provided by law, authorizing the negotiation of a loan and the issue of county bonds sufficient to pay for the construction of such highway, not to exceed in amount the contract price, and all expenses incurred and damage allowed prior to the letting of the contract and a sum sufficient to pay the per diem of the engineer. The county council shall likewise determine the series and denominations of such bonds, the rate of interest which shall not exceed six (6) per cent, and the date of maturity of the last series of bonds which shall not exceed twenty (20) years; the time when the bonds of any series shall mature and any and all other similar matters in conformity with the laws of this state relative to the issue and redemption of county bonds. It shall likewise be the duty of the county council to levy an annual tax, within the rate prescribed by law, sufficient to pay the interest on such bonds and to redeem those which mature.

7671d. Maintenance.-4. After any highway as provided for in this act shall have been completed and accepted by the board of county commissioners, such highway shall thereafter be under the charge and supervision of the board of commissioners and the board shall thereafter keep such highway in a state of repair and for that purpose they shall have authority to employ the necessary labor to purchase supplies and material and to incur such expense as may be necessary to properly maintain such highway. The county council shall, at their regular annual meeting in September, appropriate a sufficient amount of money, to be paid out of the county treasury, to defray all lawful expenses incurred by the board of county commissioners in the maintenance of such highway and levy the necessary tax to meet future annual appropriations and expenditures, as they arise.

7671j1. State highway commission, districts, compensation, seal.— 1. There is hereby created a state highway commission which shall consist of four (4) members who shall be appointed by the governor, and not more than two (2) of whom shall be adherents of the same political party. Upon taking effect of this act, the governor shall appoint four (4) members of the highway commission; one (1) of whom shall be designated to hold office for one (1) year, one (1) for two (2) years, one (1) for three (3) years, and one (1) for four (4) years, and no more than one (1) of whom shall be from any of the following districts, to wit: First district, consisting of the first, second and third congressional districts; second district, consisting of the fourth, fifth, sixth and seventh congressional districts; third district, consisting of the eighth, ninth and eleventh congressional districts; fourth district, consisting of the tenth, twelfth and thirteenth congressional districts. Thereafter, the governor shall appoint a successor to hold office for the term of four (4) years, and until his successor has been appointed and qualified: Provided, however, That no person shall be appointed or serve on said commission as a commissioner who is engaged directly
