The committee met, pursuant to call, at 10:30 a. m., in the committee room, Capitol Building, Senator Elbert D. Thomas (chairman) presiding.

Present: Senators Thomas (chairman), Pepper, Ellender, Hill, Taft, La Follette, Davis, Bridges, and Burke.

The CHAIRMAN. President Green, at the last meeting of the committee it was decided that we would hold more meetings with representative persons to get their advice, as to whether they are for or opposed to these amendments, the president of the A. F. of L., the president of the National Manufacturers Association, the president of the C. I. O., and Mr. Madden representing the National Labor Relations Board. It was the understanding to have you at the start, and we are very happy that you are with us this morning. We will be glad to have you make any statement you wish to make, and if there are any suggested modifications of the amendments that are before us, we would appreciate it especially if you would refer to the page of the bill, to the text of the bill that the amendments apply to, so that we may mark up our copy.

STATEMENT OF WILLIAM GREEN, PRESIDENT, AMERICAN

FEDERATION OF LABOR-Resumed

Mr. GREEN. Mr. Chairman and members of the committee, I welcome this opportunity of meeting with you and of submitting to you my own judgment and the point of view of the American Federation of Labor regarding amendments to the National Labor Relations Act. I express the hope, the earnest and sincere hope, that the Senate will act upon the amendments to the Labor Relations Act at this session of Congress. I regard such action as highly imperative, and the membership of the American Federation of Labor are earnestly hoping that the Senate will respond at an early date by taking action upon these amendments.

Perhaps I ought to explain that I appeared before the House Committee on Labor just as I appeared before your committee some time ago and presented our suggestion and recommendations, and as the result of my suggestions and the recommendations of others, a majority of
