proved inadequate, the same obligation presses upon the State to make payment out of the general treasury.

Your memorialists therefore pray that the act of 1890 Prayer of this may be so modified as to entitle the College to warrants upon the State treasury for the sums now due or hereafter becoming due to the College under that statute.

In common with many of those engaged in public instruction throughout the State, the College authorities are deeply impressed with the value of this law, and they would sincerely regret its abrogation. But their means will not permit them to continue indefinitely the offer of its usefulness to the people of the State without compensation. If, therefore, the Legislature should deem the expense of its operation burdensome, and should conclude to put an end to it, mere justice to the College requires that provision be made to pay the existing indebtedness, and scarcely less imperative is the claim of the young men who have already entered upon the College course, that they should be enabled to complete what they have begun.
