The above consolidate the appropriations heretofore made as for No. 2, Office of the Comptroller, No. 32, Transfer Inheritance Tax, and No. 33, Collateral Inheritance Tax Refund, and one-half of No. 4, Office of the State Comptroller and State Treasurer. The Auditors Salaries and Expenses for 1917 includes $5,000 transferred from State House Commission State Purchasing item. Increased salary appropriations are for additional employees, and for salary adjustment to men in military service. The payments under the Transfer Inheritance Tax Law cover the 5 per cent. payable to counties and for necessary refunds of overpayments. The amount for Collateral Tax Refunds is a nominal amount of $1,000.

The amount of $24,500 for Clerical Salaries, and $11,700 for Blanks and Stationery is after transferring to the Motor Vehicle Department $600 for Salaries and $1,800 for Blanks and Stationery applicable to that department, which have heretofore been expended from the Secretary of State's appropriation.

The Assistant Secretary receives as Commissioner of Motor Vehicles $1,500 additional. The entire $4,500 should be charged to Motor Vehicle Department, but statute requires otherwise.
