Mr. Sturgess offered the following resolution, which was read and adopted:

Resolved, That the Senate express its profound sorrow for the prolonged and serious illness of the Honorable George W. F. Gaunt, a former Senator of the county of Gloucester, and joins in the hope and prayer for his speedy and permanent recovery. Be it further resolved, That the Secretary send a copy of these resolutions to the Honorable George W. F. Gaunt.

The following message was received from the Governor, by the hands of Mr. Croasdale, his Secretary, which was read as follows:

To the Legislature:

STATE OF NEW JERSEY,

EXECUTIVE DEPARTMENT,

TRENTON, January 8th, 1918.

Pursuant to Chapter 33 of the Laws of one thousand nine hundred and seventeen, I herewith transmit the report of the Commission to Investigate the Penal and Correctional Institutions of the State. After joint conference with the Commission to investigate the Institutions of this State other than Penal and Correctional, the recommendations of both commissions have been embodied in one bill, and this will be introduced in the Legislature.

The report of this commission not only furnishes a thorough and comprehensive review of the conditions existing in penal and correctional institutions, but also adds a most valuable book of reference to New Jersey's library of history in this connection. The members of the commission have given freely of their time and funds in order to insure an intelligent, complete report for legislative consideration. I trust I may be permitted to take this opportunity of personally, and on behalf of the State, thanking the individual members of the commission for their devotion to civic service.
