The increased amount of the appropriation recommended for maintenance is due to the advanced cost of food and supplies. While $108,400.00 the maintenance per capita of $4.80 per week appears high when compared with other institutions, it is explained by the fact that the average age of the soldier is about 77 years, and an almost constant hospital diet is required. The salary increase is 10% on current appropriation for salaries of subordinates.

The appropriation recommended for maintenance shows a considerable increase in comparison with the two previous years of 1917
and 1918. These prior appropriations have, however, been inadequate for the proper maintenance of the institution with the
increased cost of supplies and the careful diet which should be furnished these aged men. It is believed that there should be a
standard of maintenance in such absolutely similar institutions as the Soldiers' Home at Vineland, and Kearney, and their
maintenance appropriations should be on a uniform basis.

The amount requested for salaries and wages at Kearny includes $9,290 for members of the Home on the roll and also $408 for
one employee in military service. This leaves $31,302 requested for other employees. No increase in the amount of the appro-
priation of prior years is recommended, as it is believed that a readjustment of the operating force should provide an increase
in compensation for an adequate number of employees.
