On motion by Mr. Moanauli, seconded by Mr. Kawaakoa, the Bill passed First Reading by Title and was referred to the Printing Committee.

Mr. Tavares gave Notice (Not. No. 16) of intention to introduce a Bill, entitled "An Act to Repeal Sections 1298, 1299, as amended by Act 48 of the Session Laws of 1909; 1300, 1301, 1302, 1303, 1304, 1305, 1306, as amended by Act 48 of the Session Laws of 1909; 1307, 1308, 1309, 1310, 1311, 1312, 1313, 1314, 1315, 1316, 1317, 1318, 1319, 1320, as amended by Act 107 of the Session Laws of 1909 of the Revised Laws of Hawaii, and to add thereto a New Section to be known as Section 1320A, in relation to Stamp Duties."

The Rules having been suspended, Mr. Tavares introduced a Bill, (H. B. No. 19), entitled "An Act to Repeal Sections. 1298, 1299, as amended by Act 48, of the Session Laws of 1909; 1300, 1301, 1302, 1303, 1304, 1305, 1306, as amended by Act 48 of the Session Laws of 1909; 1307, 1308, 1309, 1310, 1311, 1312, 1313, 1314, 1315, 1316, 1317, 1318, 1319, 1320, as amended by Act 107 of the Session Laws of 1909 of the Revised Laws of Hawaii, and to Add thereto a New Section to be known as Section 1320A, in relation to Stamp Duties." On motion by Mr. Tavares, seconded by Mr. Makekau, the Bill passed First Reading by Title, and was referred to the Printing Committee.

Mr. Kanekoa gave Notice (Not. No. 17) of intention to introduce a Bill, entitled "An Act to Repeal Section 55 of Act 118 of the Laws of 1907, Relating to City and County Inspectors of Election."

Under suspension of the Rules, Mr. Kanekoa introduced a Bill, (H. B. No. 20), entitled "An Act to Repeal Section 55 of Act 118 of the Laws of 1907, Relating to City and County Inspectors of Election."

On motion by Mr. Kanekoa, seconded by Mr. Makekau, the Bill passed First Reading by Title, and was referred to the Printing Committee.

Mr. Cockett gave Notice (Not. No. 18) of intention to introduce a Bill, entitled "An Act to Repeal Chapter 51 of the Revised Laws Relating to Cantoniers."

The Rules having been suspended, Mr. Cockett introduced. a Bill, (H. B. No. 21), entitled "An Act to Repeal Chapter 51 of the Revised Laws, Relating to Cantoniers."

On motion by Mr. Cockett, seconded by Mr. Makekau, the Bill passed First Reading by Title, and was referred to the Printing Committee.

Mr. Kamanoulu gave Notice (Not. No. 19) of intention to introduce a Bill, entitled "An Act Accepting the Gift of the Late Archibald Scott Cleghorn to the Territory of Hawaii of Kaiulani Park."

The Rules having been suspended, Mr. Kamanoulu introduced a Bill, (H. B. No. 22), entitled "An Act Accepting the Gift of the late Archibald Scott Cleghorn to the Territory of Hawaii of Kaiulani Park."

On motion by Mr. Kamanoulu, seconded by Mr. Affonso, the Bill passed First Reading by Title, and was referred to the Printing Committee.

Mr. Fernandez gave Notice (Not. No. 20) of intention to introduce the following Bills:

(1) "An Act to Amend Chapter 53 of the Revised Laws, Relating to Sidewalks."

(2) "An Act to Repeal Sections 772 and 778 of the Revised Laws, Relating to certain Parks."

Under suspension of the Rules, Mr. Fernandez introduced a Bill, (H. B. No. 23), entitled "An Act to Amend Chapter 53 of the Revised Laws, Relating to Sidewalks."

On motion by Mr. Fernandez, seconded by Mr. Rice, the Bill passed First Reading by Title, and was referred to the Printing Committee.

The Rules having been suspended, Mr. Fernandez introduced a Bill (H. B. No. 24), entitled "An Act to Repeal Sections 772 and 778 of the Revised Laws, Relating to Certain Parks."

On motion by Mr. Fernandez, seconded by Mr. Sheldon, the Bill passed First Reading by Title, and was referred to the Printing Committee.

Mr. Sheldon gave Notice (Not. No. 21) of intention to introduce a Bill, entitled "An Act to Amend Section 1 of Act 41 of the Session Laws of 1905, Relating to Prison Inspectors."

Under suspension of the Rules, Mr. Sheldon introduced a Bill (H. B. No. 25), entitled “An Act to Amend Section 1 of Act 41 of the Session Laws of 1905, Relating to Prison Inspectors."

On motion by Mr. Sheldon, seconded by Mr. Kawewehi, the Bill passed First Reading by Title, and was referred to the Printing Committee.

Mr. Makekau offered a Resolution, asking for an appropriation for a new wharf at Napoopoo, (H. R. No. 13), as follows:

RESOLUTION.

Be It Resolved by the House of Representatives of the Territory of Hawaii of the Session of 1911, That the sum of Eighteen Thousand (18,000.00) Dollars be inserted in the Appropriation or Loan Bill for the purpose of constructing a new wharf at Napoopoo, District of South Kona, County of Hawaii.

Mr. Kanekoa moved that the Rules be suspended in order that he may introduce the Bills. Seconded by Mr. Rice and carried.

Mr. Kanekoa introduced a Bill, (H. B. No. 26), entitled "An Act to Amend Act 118 of the Session Laws of 1907, entitled 'An Act Incorporating the City and County of Honolulu.'"

On motion by Mr. Kanekoa, seconded by Mr. Kawewehi, the Bill passed First Reading by Title, and was referred to the Printing Committee.

Mr. Kanekoa introduced a Bill (H. B. No. 27), entitled "An Act to Amend Section 69 of Chapter 7 of the Revised Laws of Hawaii, Relating to Elections."

On motion by Mr. Kanekoa, seconded by Mr. Makekau, the Bill passed First Reading by Title, and was referred to the Printing Committee.

Mr. Affonso offered a Resolution, directing the Committee on Agriculture, Forestry, Promotion and Immigration to investigate regarding the acquisition and character of laborers. from the Philippine Islands, (H. R. No. 14), as follows:

RESOLUTION.

Whereas, It has been reported through the public press that hundreds of laborers have been procured from the Philippine Islands for agricultural work in Hawaii, and

Whereas, It has been likewise reported that among those laborers a large number of them have been regarded by the quarantine officers of Honolulu as feeble-minded and otherwise physically defected individuals, and

Whereas, It is a matter of vital interest to the public welfare to ascertain the true status of this matter, therefore:
