To the Honorable Speaker and

Members of the House of Representatives of the

Territorial Legislature of 1911.

We, the undersigned petitioners, citizens of the Territory of Hawaii and of the United States of America, Barbers residing in the City of Honolulu, do hereby respectfully petition your Honorable Assembly, that a law be passed prohibiting the opening the Barber Shops on Sundays.

Your petitioners will ever pray, etc.

The Petition was laid on the table to be taken up later for consideration.

Mr. Rice gave Notice (Not. No. 123) of intention to introduce a Bill, entitled "An Act Making Special Appropriations to Pay certain Claims against the Territory of Hawaii."

Mr. Rice moved that the Rules be suspended in order that he may introduce the Bill. Seconded by Mr. Kawewehi and carried.

Mr. Rice introduced a Bill, (H. B. No. 145), entitled "An Act Making Special Appropriations to Pay certain Claims against the Territory of Hawaii."

On motion by Mr. Rice; seconded by Mr. Makekau, the Bill passed First Reading by Title, and was referred to the Printing Committee.

Mr. Makekau offered a Resolution, directing the Education Committee of the House to look into the matter of the Principalship of Laupahoehoe School, (H. R. No. 76), as follows:

RESOLUTION.

Whereas, information had been received, that the Principal of the Government School at Laupahoehoe, North Hilo, Hawaii, is also acting as District Magistrate in the same District, and

Whereas, by reason of such attendance at school, court matters are held up and obliged to give away until after school hours, thereby making it inconvenient for the public at large;

Therefore Be It Resolved by the House of Representatives of the Territory of Hawaii, that the Committee on Education of this House be instructed to look into and inquire with reference to this matter, and report its findings to this Honorable Body.

Mr. Rice offered the following amendments: Amend the word "Committee" to read "Committees" in line 8 of said Resolution, and add after the word "Education" in the same line the words "and Judiciary."

On motion by Mr. Rice, seconded by Mr. Coney, the amendment was agreed to.

Mr. Rice moved that the Resolution, as amended, be adopted. Seconded by Mr. Makekau and carried.

Mr. Keliinoi, for the Military Committee, reported on House Bill No. 87, recommending its passage, (Stand. Com. Rep. No. 126), as follows:

On motion by Mr. Sheldon, seconded by Mr. Makekau, the report of the Committee was adopted. House Bill No. 117 passed Second Reading, and was placed on the order of the day for tomorrow for Third Reading.

Mr. Keliinoi, for the Military Committee, reported on House Resolution No. 73, recommending its adoption with certain amendments, (Stand. Com. Rep. No. 128), as follows:

Sir: Your Military Committee to which was referred House Resolution No. 73, offered by Hon. E. K. Fernandez, endorsing the plan to send National Guard Officers of Hawaii to the Mexican Frontier, beg leave to make the following report:

Your Committee have had the same under careful consideration and recommend that the following amendments be made to the Resolution: Add before the word "Resolution' in the title thereof the word "Concurrent." In line 9, add after the word "Legislature" the words "and the Senate Concurring." Also in line 9, strike out the word "House" and insert in lieu thereof the words "Legislature of the Territory of Hawaii.''

With these amendments, your Committee recommend its adoption.
