[1] In Common Council November 10th 1825 Present The Honb' William Paulding Mayor President The Minutes of the Regular and two Special Meetings were read and approved A Petition of James Amory was received stating that he purchased from the Corporation several Lots of Common Land that he is anxious of improving the same and requests the Corporation would unite with him in building a Partition Wall between these lands and also that they would cause a Well and Pump to be sunk near the premises— The same having been read was referred to the Committee on Repairs A Petition of Justice P Noble was received stating that he was in extreme poverty and praying to be permitted to make use of some Public place under the Control of the Corporation where he may make an [2] address to the People and solicit Pecuniary aid to enable him to go with his Family [to] Louisiana-The same having been read was referred to the Committe of Charity A Petition of Ernest Keyser lessee of a Lot in Mott Street praying that the lease of said Lot may be renewed to him for Twenty one years was referred to the Finance Committe with powers A Petition of John Flack Duncan P Campbell and others praying a Water Grant may be made to them on the East River between the Grant already made to them and Twenty third street was read and referred to the Finance Committe with powers A Petition from Robert Carter and Fanning C Tucker for a Water Grant oppisite their land on Long Island shore adjoining the Property of Mr Pierpoint about 503 feet the same having been read was referred to the Finance Committe A Petition of I[s] rael Purdy an Auctioneer praying permission to sell Household Furniture in Harman Street opposite to his store N° 24 was referred to the Street Committe A Petition of N Prime and others Inhabitants of the First Ward complaining that they are greatly disturbed by the ringing of the Philiadelphia Steam Boat bells at a very early hour in the morning and praying the Corporation will pass an Ordinance, suppressing said practice which being read was referred to the Police Committe [3] A Petition of John Morrison and others was received stating that they reside in Chatham Street that the Spectaculum established in that Street is a great annoyance to them and an injury to their business by the crowds which are collected in the streets by a Band of Music which plays from the Balcony of the House and that accidents have several times occurred from Horses being Frightened by the noise of the Band and running away with the Carriages and praying some relief-was read and referred to the Police Committe A Petition of Moses G Dean for office of Inspector of Firewood was referred to the Committe on Wharves Piers and Slips A Petition of William P Varean for Stall No 2 Gouverneur Market was referred to the Market Committe A Petition of Thomas Longworth in behalf of himself and other citizens praying the Corporation would pass an Ordinance forbidding Citizens from depositing Coal Ashes in the Public Streets was referred to the Street Committe A Petition from John B Dodd to be releived from an erroneous Assessment of a Personal tax on him-accompanied by a Certificate of the Assessors of the third Ward of the mistake was referred to the Committe on Assessments A Petition of William A G Thompson to be releived from a personal tax was referred to the Committe on Assessments [4] A Petition of sundry Inhabitants of Maiden Lane praying that an alteration may be made in the sewer of said street was read and referred to the Canal Committe A Petition of Jose Xifre Lessee of Lots N° 43 Harman and N° 26 Henry Street praying to be informed of the future regulation of Henry Street was referred to the Street Committe A Petition of the Inhabitants of 5th Ward to have a Pier run out at foot of North Moore Street was read and referred to the Committe on Wharves Peirs and Slips A Petition of James U Dominick that the House and Lot at Chat ham Square known as the Watch House may be sold to him was referred to the Finance Committe A Petition of owners of Property on Raisen Street-East side of Herring Street praying that the said Street may be regulated was referred to the Street Committe A Petition of Jacob T Walden for permission to construct a cistern in Canal Street 5th Ward-was referred to the Alderman and Assistant of the 5th Ward with powers A Petition of Fire Engine Company No 22 praying to be refunded the sum of Twenty dollars paid by them for a Reel to place the Drag [5] ropes of their Engine upon-was read and referred to the Committe on the Fire Department A Petition of Jacob Lorrilard was presented stating that he is owner of the Principal part of the Water Grants issued on 11th Febuary 1804 to Hugh Gaine and to Jacob Halsey on the 5th September 1815 and praying an extension of said Grants to the boundary line and Regulation of West Street and praying also for a reduction of the Quit reserved-the same having been read was referred to the Finance Committe A Petition of Nicholas W Stuyvesant praying that the 24 Avenue may be worked from 5th to 10th Street so that Carriages may pass thereon-was referred to the Street Committe A Petition of Thomas Addis Emmet and other Gentlemen of the Bar was presented stating that the Fixtures in the Sessions Court room are so inconvenient and so badly arranged that they have felt it a duty to represent the same to the Common Council and to request a new and different arrangement which being read was referred to the Committe on Repairs A Petition of the Trustees of St Patricks Cathedral praying to be allowed to continue burying their dead in their Church Yard upon filling it up to the permanent regulation of the adjoining StreetsAnd that when it shall hereafter be deemed proper to interdict the use of the ground as a place of interment that an equivalent quantity of ground may be given [6] to the Church in the new City Burrying Ground-the same having been read was referred to the Committe on Lands and Places The Commissioners under the Act to provide for the permanent regulation of the Streets and Avenues South of 34th Street &c. viz Joseph G Swift Robert Adrain and James Renwick presented a Report of their Proceedings under said laws accompanied by Maps and Profiles and communications which they had received on said subject Whereupon the same was referred to the Street Committe with authority to cause the same to be printed for the use of the Members The Committe on Wharves Piers and Slips to whom was referred a resolution respecting building a Block at the end of the Pier on the Westerly side of Market Street Slip Reported in favor as follows The Committe on Wharves Piers and Slips to whom was referred the annexed resolution for building a Block at the end of the Pier on the westerly side of Market Street Slip Report that in their opinion such Block is necessary at that place and ought to be built forthwith, in order to protect and secure the Bulkhead now building on South Street, from the Ice the ensuing Winter Accordingly they recommend the adoption of the following Reso lution Resolved that a Block be built at the End of the Pier on the westerly side of Market street Slip and the Street Commissioner take the necessary [7] measures for having the same carried into effect Which was approved and the Resolution adopted The Committe on Wharves Piers and Slips on the petition of R & S Bowne for use of Mud Machine reported in favor as follows The Committe on Wharves Piers and Slips to whom was referred. the Petition of the Lessees of Catherine Street ferry to have the use of the Mud Machine for a few days to clean out the ferry slip at Brooklin-Report That they have had said petition under Consideration and are of opinion there is nothing unreasonable in the request and therefore offer the following Resolution for the consideration of the Board Resolved that the Lessees of Catherine Street ferry have the use of the Mud Machine to clean out the ferry Slip at Brooklin as soon as the old Slip is finished, provided they agree to tow the Machine over and Return her to New York when
