THE HOUSE OF REPRESENTATIVES AND CERTAIN JOINT ITEMS

Let's begin the hearings with the House of Representatives budget. We will also be taking up some joint items as well.

The House budget is $570,329,000, which is a $106,421,800 over the fiscal year 1987 level.

There is a supplemental request of $66,329,000 before us as well. The joint items budget is $147,344,000. That, of course, includes funding for the Joint Committees and we will hear from them at a later date. The combined House and Joint Items budget which we will consider, the items in the bill which comprise the direct expenses for the Members, Committees, and staff of the House and the activities we share with the Senate, is $717,673,000. The Senate budget is another $336,064,000.

INTRODUCTION OF THE NEW CLERK OF THE HOUSE

Today we welcome a man who has been associated with the House of Representatives for 28 years and who happens to come from my hometown of Sacramento. Over the last several years that I have known him, he has probably indicated more basic concern about this institution both in human and in fiscal terms, than anyone with whom I have been associated.

I give him credit for opening my eyes to a number of issues here that we have been able to deal with prior to his election as Clerk. I present with pleasure our new Clerk, Donn Anderson, of Sacramento, California, former page appointed by John Moss.

Mr. FAZIO. Let's add that to the record.

Donn, welcome. I will leave it to you to introduce the witnesses who have accompanied you today.

Mr. ANDERSON. Thank you, Mr. Chairman, for that particularly generous welcome and introduction.

Mr. Chairman, Godmother, members of the committee

Mr. LEWIS. Donn, I know this is an important moment; I would say to the Godmother, I think he's lost enough weight.

Mr. ANDERSON. It truly is an honor for me to appear before you today in my new role as the Clerk of the House. It has been approximately one month since the House completed its election of House officers for the 100th Congress and it has been a very busy few weeks for me and the Clerk's staff.

I am greatly appreciative of the confidence that has been entrusted to me with the stewardship of being Clerk of the House of Representatives, and I look forward to this being the first of many appearances before this committee. I might add, in that first month in office, I have already started wearing bifocals.

CLERK OF THE HOUSE-OPENING REMARKS

Mr. ANDERSON. Since this is my first appearance to present details of the House budget, I would like to take a moment to comment on the position of Clerk as I view it.

First, I will devote my full abilities and energies to the conduct of my office. My goal is very simple: to conduct the affairs of this office in an efficient and prudent manner in every respect.

Second, I will seek to ensure that the policies established and directed by our leadership, the Committee on House Administration, and this subcommittee are carried out exactly as ordered. I hope that you, Mr. Chairman, and each member of this subcommittee will call upon me regularly during the coming weeks and months of the historic 100th Congress of the United States.

Third, I wish to assure you that the staff of my immediate office and all departments under the Clerk of the House will provide dedicated support and service to the entire House membership, committees, and all offices. As I continue to become fully acquainted with the needs and operations of all of our Clerk's offices, I will be calling upon you not only for advice, but assistance in providing the resources needed to properly serve this institution.

Finally, let me again express my very deep personal feelings regarding the trust that the House has placed in me. I am honored to be the 29th Clerk of the House of Representatives.

INTRODUCTION OF WITNESSES

Appearing with me today are two veterans of the Clerk's staff whom you know very well, Mr. W. Raymond Colley, the Deputy Clerk, and Mr. Robert McGuire, the Chief of the Finance Office. Both have appeared before this subcommittee many times. Each has been asked by me to remain in his respective position. I want to emphasize that they have been fully cooperative, enthusiastic, and supportive in my first weeks as Clerk and in the preparation of this testimony. I could not have reached this point without their able assistance.

Mr. FAZIO. If I could interrupt, I would like to say we have benefitted so much from Bob and Ray. I don't mean to make a humorous reference when I say that, although there have been times. Over the last several years, we have found ourselves in their debt on many occasions, not only in this room but on the floor and in conference committee. I am very pleased to see you retained the confidence in them that the former Clerk, Ben Guthrie, and others had. Please continue.

Mr. ANDERSON. Thank you, Mr. Chairman.

The preparation of both the House fiscal year 1987 supplemental and the fiscal year 1988 budget has been under the direction of Mr. McGuire. The details in this statement and in your subcommittee print have been prepared and reviewed by Mr. McGuire, his assistant chief, Mr. Michael Heny, and his budget assistants, Michael Buckley and Marilyn Dennis of the Finance Office. All of these individuals who have long experience in these matters are with us today.

Although the Clerk collects information and prepares the House budget, we neither authorize nor obligate funds other than from within my own office budget. Many House offices are involved in obligations. If necessary, Mr. Chairman, we will contact various offices as necessary to provide any explanatory information your subcommittee may need as you review these estimates.

Mr. FAZIO. Excuse me, we have guests from Close-Up. Welcome. Sorry we don't have more room to accommodate you young folks. We are glad to have you.

We are discussing the budget of the House of Representatives.

DISCUSSION ABOUT HOUSE OFFICERS

Mr. FAZIO. Do you want to go on at this point and discuss each officer of the House and his own area and then come back and take care of all the other items, or do you want to perhaps make a few comments?

Mr. ANDERSON. I would be happy to proceed at the Chairman's pleasure.

Mr. FAZIO. As is customary, you may present the budget and refer in turn to the other Officers of the House who will outline

their budget requests. The other Officers who are with us are Mr. Jack Russ, Sergeant at Arms; Mr. Jim Molloy, the Doorkeeper; and Mr. Bob Rota, the Postmaster.

Mr. ANDERSON. Mr. Chairman, I would like to take this opportunity to point out that the officers of the House are working together very well as friends, as a management team for the administration of the major affairs of the House.

I also would like to take this moment to thank Jim Molloy, the Doorkeeper of the House, who until a month ago was my boss when I was one of his department heads as the manager of the House Democratic Cloakroom. I served in that position for the entire first 12 years of Mr. Molloy's administration as our Doorkeeper. I would like to take this opportunity in this forum and for the record to thank Mr. Molloy for his constant support, encouragement and good counsel in helping me do an effective job as one of his department heads.

I look forward to working with him and our brother officers as the management team under the leadership of Speaker Wright, and the oversight of this subcommittee and the Committee on House Administration for the successful administration of the affairs of the House.

There has been some concern expressed about the officers being friends and working together as a team, but that would be in the positive interests of the House of Representatives.

PRESENTATION OF BUDGET

Mr. ANDERSON. Mr. Chairman, I would like to present the fiscal year 1988 estimates for the U.S. House of Representatives and certain Joint Items.

Our presentation will follow the order of accounts as they appear in the Subcommittee Print, with the exception of the Officers of the House. In their case, I propose that we take up the estimates for all programs that are handled by each House Officer when each testifies.

The Sergeant At Arms will present justification shortly for all accounts under his control including Mileage of Members, Capitol Police, General Expenses, and his immediate office. He will be followed by the Doorkeeper who will present justifications for his immediate office and the House Page School. The Postmaster will conclude the Officers' detailed testimony with justification for the House Post Office personnel costs.

The fiscal year 1988 Budget estimates were prepared based on statutory entitlements, actual spending history and consultation with each office.

The following table provides details on the fiscal year 1987 appropriations to date and the amounts for fiscal year 1988:
