under water in the bay of New York and elsewhere in the state," approved April eleventh, one thousand eight hundred and sixty-four, and the various supplements thereto, shall hereafter be appointed by the governor, with the advice and consent of the senate; they shall hold their office for the term of five years; appointments to fill vacancies caused otherwise than by expiration of term, shall be made in like manner for the unexpired term; the commissioners now in office under said act and said supplements thereto shall serve out their present terms, except as hereinafter mentioned.

2. And be it enacted, That the two commissioners appointed by the senate and general assembly in joint meeting, in the year one thousand eight hundred and eighty-eight, shall, on or before the first day of May next, so arrange their terms, either by agreement or by drawing, that the term of office of one of them shall expire four years from the date of his appointment aforesaid, and that the term of the other shall expire five years from the date of his appointment.

3. And be it enacted, That this act shall take effect immediately.

CHAPTER CLXXIII.

A Supplement to the act entitled "An act to establish and organize the state reform school for juvenile offenders," approved April sixth, one thousand eight hundred and sixty-five.

1. BE IT ENACTED by the Senate and General Assembly of the State of New Jersey, That hereafter the trustees of the reform school shall be appointed by the governor, by and with the advice and consent of the senate; provided, those

now in office shall serve out the terms for which they were respectively elected or appointed.

2. And be it enacted, That section two of the act entitled Section repealed. "A supplement to an act entitled 'An act to establish and organize the state reform school for juvenile offenders' [Revision], approved April sixth, one thousand eight hundred and sixty-five," which said supplemental act was passed April fourth, one thousand eight hundred and eighty-five, be and the same is hereby repealed.

3. And be it enacted, That this act shall take effect immediately.

CHAPTER CLXXIV.

Supplement to an act entitled "An act to establish a state industrial school for girls," approved April fourth, one thousand eight hundred and seventy-one.

Board of managers, how appointed.

CHAPTER CLXXVI.

An Act to regulate the appointment of members of the board of managers of the New Jersey state asylum for the insane, at Morristown.

1. BE IT ENACTED by the Senate and General Assembly of the State of New Jersey, That the members of the board of managers of the New Jersey state asylum for the insane, at Morristown, New Jersey, shall hereafter be appointed by the governor, by and with the advice and consent of the senate, but no more than five members of

such board shall belong to the same political party; they shall hold their office for the same term and be subject to removal in the same manner as now provided by law.

CHAPTER CLXXVII.

A Supplement to an act entitled "An act for the government and regulation of the state prison," approved April twenty-first, one thousand eight hundred and seventy-six.

1. BE IT ENACTED by the Senate and General Assembly of the State of New Jersey, That section two of the act to which this is a supplement be and the same is hereby amended so as to read as follows:

And be it enacted, That for the supervision and con- Section as trol of the state prison as hereinafter provided there shall amended. be a board of five inspectors, to be appointed by the governor, by and with the advice and consent of the senate, who shall hold their office for five years, and until others are chosen and legally qualified to act in their stead; and if any vacancy shall happen by the death, removal, resignation or refusal to act, or other disability, of any said inspectors chosen as aforesaid, the governor shall appoint a person or persons to fill the vacancy, but any such appointment to fill a vacancy shall not extend beyond the next succeeding session of the legislature; each of said inspectors shall receive an annual salary of five hundred dollars for their services under this act, to be paid to them by the treasurer of this state, by warrant of the comptroller.

CHAPTER CLXXVIII.

An Act concerning cities containing more than two assembly districts, where all the assembly districts within any such city are completely and exclusively within the limits of such city and embrace no territory outside of such city, and providing for conformity between the lines of wards and assembly districts in such city.

1. BE IT ENACTED by the Senate and General Assembly of Certain cities to the State of New Jersey, That in any city of this state be divided into which now or hereafter shall contain more than two pond with boun- assembly districts within any such city, which assembly districts are completely and exclusively within the limits of such city and embrace no territory outside of such city, it shall be the duty of the mayor and common council or other municipal board corresponding thereto, and such mayor and common council or other municipal board of every such city are hereby directed by resolution to divide such city into wards corresponding in number and boundaries to such assembly districts exclusively embraced as aforesaid within the limits of such city.
