ON THE DISTRICT OF COLUMBIA,

The subcommittee met, pursuant to call, at 10 a. m., in the committee room, Capitol, Senator Pat McCarran (chairman of the subcommittee) presiding.

Present: Senators McCarran, Burton, and Bushfield.

Present also: J. G. Sourwine, committee counsel.

The CHAIRMAN. The hearing will come to order.

This meeting is called for the purpose of permitting the people of the District of Columbia, and others who are interested in the subject of government for the District of Columbia, to express themselves in their own way and as they see fit with reference to certain bills now pending before this committee, S. 1420, S. 1527, and Senate Joint Resolution 87.

A BILL Providing for the reorganization of the government of the District of Columbia, and for other purposes

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That effective upon the 1st day of July next following the approval of this Act, the provisions of the Act of Congress approved June 11, 1878 (20 Stat. 102, ch. 180), concerning the appointment of two Commissioners of the District of Columbia from civil life, and the detailing of an officer of the Corps of Engineers of the United States Army to serve as a Commissioner of the District of Columbia, are hereby repealed.

SEC. 2. From and after the 1st day of July next following approval of this Act, all powers, rights, privileges, and duties heretofore vested in or imposed upon the Commissioners of the District of Columbia shall be vested in and imposed upon a commission of seven members, as hereinafter provided for, and a city manager, as hereinafter provided for; and such powers, rights, privileges, and duties shall be divided between such Commissioners and such city manager in the manner provided in section 3 of this Act.

SEC. 3. All powers, functions, and duties of a legislative nature, heretofore vested in or imposed upon the Commissioners of the District of Columbia, shall, from and after the 1st day of July next following the approval of this Act, be vested in and imposed upon a commission of seven members (hereinafter referred to as Commissioners) to be elected by the citizens of the District of Columbia as hereinafter provided in section 4 of this Act. All other powers, functions, and duties heretofore vested in or imposed upon the Commissioners of the District of Columbia shall, from and after the 1st day of July next following approval of this Act, be vested in and imposed upon a city manager to be appointed as hereinafter provided in section 6 of this Act.
