STATEMENT OF THE COMMISSIONERS. 1o the Honorable the Senate: EXECUTIVE OFFICE, The undersigned, Commissioners of Public Printing, submit, that in the controvery between the State and James Ross, the State Printer, and his assignee, in regard to the public printing, and the construction of the printing contract, a large space in the journal of the Senate has been devoted to the arguments and communications of the printer or his assignee, while no communication or argument in behalf of the State, and sustaining the correctness of the position of the commissioners cr of the State Treasurer, in the matter in controversy, has been permitted to be spread upon the Senate journals. In the opinion of the commissioners, it is unjust to them that they cannot be heard in their own behalf, as well as in behalf of the State, in the same manner and to the same extent with the State Printer, or his assignee. The commissioners therefore respectfully ask, that the accompanying communication, showing the reasons of the action of the commissioners, and, to some extent, the rights of the State, may be spread upon the journal of the Senate.
