Brother Irish (10), from the committee, presented a report relative to the rehearing in the Sedgwick case, which reportWas adopted. TO THE MOST WORSHIPFUL GRAND LODGE OF IOWA: Your special committee on the petition for rehearing presented by H. G. Sedgwick respectfully beg leave to report: That they have been absolutely unable to meet since their appointment until this session of the Grand Lodge, and at this meeting it is impossible for Brother Fellows, the chairman of the committee, to meet with them. That one member of this committee, Brother C. M. Brooks (331), has not had an opportunity to examine the records in this cause until since the commencement of this session of the Grand Lodge. That from what your committee can gather, after giving the matter as careful consideration as the limited time will allow-"the record being quite voluminous"-they realize that the matter is of too vital importance to be hastily passed upon, with justice to this Grand Lodge, the parties interested, or to the satisfaction of the committee. While this matter has been once before continued, we beg leave to call your attention to the fact that the committee as now constituted, with the exception of Brother Fellows, are new members, Brother Brooks having been recently appointed to fill the vacancy caused by the resignation of Brother D. W. Clements (69), and Brother Irish to fill the vacancy caused by the resignation of Brother H. D. Sloan (10). We further report that none of the interested parties have appeared before us either in support of or against the petition for rehearing, although we find in the records briefs of authorities citing numerous authorities both in support of and in opposition to said petition. But the authorities cited are not at our command, and neither do we believe they can be found except in the Masonic Library at Cedar Rapids. Wherefore, your committee recommend that this cause stand continued until the next session of the Grand Lodge, believing it to be only just to all interested, at which time we hope to be able to make a full and complete report herein. Upon the announcement that the Grand Lodge would proceed to vote on place of meeting for the ensuing year, Brother Lindsay (125) placed Dubuque in nomination. No other city being proposed, Brother Lindsay moved that the roll call be dispensed with, and that the place of holding the next communication of the Grand Lodge be decided by a show of hands. Agreed to. DUBUQUE was unanimously selected as the place of holding the next communication, Tuesday, June 3d, A. D. 1902. REPORT OF COMMITTEE ON PRINTING. The report of the Committee on Printing was presented by Senior Grand Warden Miller (147). So much as referred to financial matters was referred to the Finance Committee, and balance of report Adopted. TO THE MOST WORSHIPFUL GRAND LODGE OF IOWA: Your Committee on Printing, consisting, under the law, of the Grand Master, the Senior and Junior Grand Wardens, met at two different times, carried out the contract of the former Trustees, discussed the subject of printing, and have again arranged with Egbert, Fidlar, & Chambers, of Davenport, for the printing of the Proceedings of this session. The work has heretofore been done cheaply, and executed so artistically as to exact comment from other jurisdictions. There are few, if any, other printing establishments in Iowa that can do this work at all, taking into consideration the very limited time allotted for that purpose. The Quarterly Bulletin, which has been so serviceable to the craft in Iowa, has been printed by Laurance Press Co., of Cedar Rapids, at a very reasonable rate. Wherever properly distributed this little journal has proved to be worth many times its cost in creating a desire among the brethren for better acquainting themselves with Masonic literature. The Master and Secretary of each lodge receives a copy, and we know of cases where they are appropriated by these officers to their private use instead of being placed in the hands of the craft, as originally intended. Brother Neal (208) presented the report of the committee on proposed amendments to Sections 230 and 250. Final action thereon deferred until tomorrow. TO THE MOST WORSHIPFUL GRAND LODGE OF IOWA: Your Committee on Masonic Jurisprudence, to whom was referred the following amendments to Section 230, to-wit: SECTION 230d. The Board of Custodians may appoint such of the brethren as may be qualified therefor instructors in the lectures and work. A majority of the Board shall satisfy themselves by a rigid examination of the proficiency of such brother. They shall make diligent inquiry as to his standing and character, and if fully satisfied in all respects shall issue to such brother a commission empowering him to teach the standard work. Such appointee shall be styled District Lecturer, and his commission shall be good for one year, unless sooner revoked by order of the Board. SECTION 230e. The District Lecturers shall, upon invitation of any lodge within their district, visit and instruct the brethren of such lodge, their compensation to be paid by the lodge calling them. They may also instruct in any other district in which no lecturer is commissioned. They shall at all times be subject to the control of the Board, who may send them to any district on the request of a lodge, and at the expense of such lodge. Should the Traveling Custodian be unable to hold any of the schools provided for, the Board may appoint some one of the lecturers to perform such duty, his compensation to be fixed by the Board, but in no event to exceed that provided for such Custodian, and to be paid out of the Grand Lodge funds when properly certified by the Board. Beg leave to report that we have had the same under consideration, and herewith report that we find said amendment in due and proper form to carry out the objects intended. The policy of adopting this amendment is respectfully referred to the Grand Lodge without further recommendation. |
