Said nomination was then taken up.

Upon the question, "Will the Senate advise and consent to the said nomination?" the ayes and nays were taken, with the following result:

In the affirmative were

Messrs. Ackerson, Allen, Bright, Brown, Case, Edwards, Fithian, Haines, Hammond, Mackay, Runyon (President), Smith, Sturgess, Whitney-14.

In the negative—None.

So the said nomination was declared unanimously confirmed. On motion of Mr. Case, the Executive Session then arose.

TRENTON, March 24th, 1919.

At 10:30 o'clock P. M. the Senate met in Executive Session. Under the direction of the President, the Secretary called the Senate, when the following Senators appeared and answered the call: Messrs. Ackerson, Allen, Barber, Bright, Brown, Case, Conrad,

Edwards, Fithian, Haines, Hammond, Kays, Mackay, Martens, Runyon (President), Sturgess, Wells, Whitney-18.

The President laid before the Senate a sealed communication from the Governor, endorsed "Nominations."

On motion of Mr. Case, the seals of the communication were broken by the President, and the Secretary read as follows: STATE OF NEW JERSEY,

TRENTON, March 24th, 1919.

I hereby appoint the following persons to the following positions:

County Boards of Taxation:

Atlantic County, James L. O'Donnell, of Hammonton, to succeed Thomas B. Williams:

Mercer County, Charles R. Randall, of Trenton, county of Mercer, to succeed Edward B. Morris.

State Board of Pilotage Commissioners:

Benjamin Van Note, of Lakewood, county of Ocean, reappointed;

William T. Cox, of Elizabeth, county of Union, to succeed John J. Scully;

Alfred B. Devlin, of Jersey City, county of Hudson, to succeed William A. Maher;

Thomas Goldingay, of Newark, county of Essex, to succeed John D. Toppin;

John Predmore, of Barnegat, county of Ocean, reappointed. State Board of Conservation and Development, John L. Kuser, of Georgetown (ad interim), reappointed for full term. State Board of Commerce and Navigation, Henry C. Broking, of Paterson, to succeed John M. Ward.

Said nominations were referred to the Committee on Judiciary. On motion of Mr. Case, the Executive Session then arose.

TRENTON, March 25th, 1919.

A 3:45 o'clock P. M. the Senate met in Executive Session. Under the direction of the President, the Secretary called the Senate, when the following Senators appeared and answered the call:

Messrs. Ackerson, Allen, Barber, Bright, Brown, Case, Conrad, Edwards, Fithian, Haines, Hammond, Kays, Mackay, Martens, Pilgrim, Runyon (President), Sturgess, Wells —18.

Mr. Case, Chairman of the Committee on Judiciary, to whom were referred the nominations made by Hon. Walter E. Edge,

Governor of the State of New Jersey, in his communication of March seventeenth, one thousand nine hundred and nineteen,

To be member of the Sussex County Board of Taxation:

James E. Baldwin, of Newton, county of Sussex, to succeed John W. Bowman;

John J. Van Sickle, of Bevans, county of Sussex, to succeed John A. McBride, ad interim.

Reported favorably upon said nominations.

Upon motion of Mr. Case, the rules were suspended and the said nominations were then taken up.

Upon the question, "Will the Senate advise and consent to the said nominations?" the ayes and nays were taken, with the following result:

In the affirmative were

At one o'clock P. M. the Senate met in Executive Session. Under the direction of the President, the Secretary called the Senate, when the following Senators appeared and answered the call:

Mr. Case moved that the rules be suspended, and that action on the nomination of Senator J. Hampton Fithian, in accordance with customary courtesy, be taken without reference.
