The reduction in the request of this department is due to the opinion that it is undesirable at this time to recommend the development of the State Fire Protection service, for which the sum of $34,590 is requested, and in the further refusal to recommend an appropriation of $100,000 for mosquito extermination through the adoption of a plan which utilizes inmates of the State Prison and Rahway to do the ditch digging required for drainage. It is not thought that convict labor will be available for this work, because of the demands of road construction and other State Use activities. The usual appropriation for mosquito extermination is made to the Experiment Station.
