as follows:

The above amounts thus transferred from the State Emergency Fund are accounted for by the various institutions, departments,

etc., in the same manner as if the credits had been given them directly by an original appropriation in the Annual Bill and
takes the place of what was formerly known as the Supplemental Bill, which, since 1910, averaged an expenditure of $900,-
000.00 annually.
