of 1895, passed an act authorizing the Commissioners to transfer and pay over, as money shall be by them received, to the Sinking Fund of this State, and authorizing the State Treasurer and Comptroller to issue and deliver therefor to said Commissioners a certificate of this State to the effect that the State will pay to said Commissioners five per centum annually of the amount so paid into or transferred to the Sinking Fund. Under an act approved April 8, 1903, the Sinking Fund has been assigned and is now a part of the permanent School Fund of the State. The assets of the State Fund consist of 1,887 shares of stock of the United Railroad and Canal Company of New Jersey, the market value of which amounts to about $350,000.00. There is nothing upon which such probable estimate can be based other than the estimate of receipts for the fiscal year ending June 30, 1919, which estimate is based upon the actual receipts for the year preceding. Taking for granted the statutory conditions will remain the same, the following is a statement of probable estimate of receipts from all sources for said uses for the fiscal year ending June 30, 1920.
