Mr. Case offered the following concurrent resolution, which was read and adopted: Resolved by the Senate (the House of Assembly concurring), That no further bills or joint resolutions (excepting the usual appropriation bills and bills submitted by special investigating committees) be offered in either house of the Legislature after the legislative week commencing Monday, March 3d, 1919, unless by the unanimous consent of the members of the body wherein such bills or joint resolutions are proposed for introduction. The following amendments to Committee Substitute for Senate Bill No. 17 were read and adopted: Strike out all of line 2 of section 3, and substitute therefor the following: "five members who shall hold office for a term of two years and until their successors have been appointed and have qualified. The Governor in like manner at the expiration of their terms shall appoint their successors. They shall serve without salary." Strike out on line 7 of section 4 the words "as he may deem proper" and substitute there for the following: "as shall in the judgment of the said Librarian and the State Printing Board be necessary." Mr. Case offered the following amendments, which were read and adopted: Amend section one by inserting after the word "collected", in line 17, page 2, the following: "provided, that in the year nineteen hundred and nineteen the said board of school estimate shall perform the duties required of it by this section within ten days of the date of approval of this act, and shall in said year, at the same time that it certifies the amount fixed and determined to be appropriated, also certify said amount to the county board of taxation, which board shall, in all cases where the municipal tax ordinance or resolution shall have been passed and adopted prior to the receipt of the certificate of the board of school estimate, include in the amount to be raised by taxes in such municipality the amount so certified by the board of school estimate, to the extent of the excess of said amount so certified over the amount included in said municipal tax ordinance or resolution for school purposes, if any, and said amounts so included by the county board of taxation shall be raised by taxation for school purposes in the municipality the same as if said amount had been originally included in the tax ordinance or resolution;".
