There being no objection, the rules were suspended, on motion of Mr. Case, and

Committee Substitute for Senate Bill No. 6,

Was read for the first time by its title and ordered to have a second reading.

Mr. Case offered the following concurrent resolution, which was read and adopted:

Resolved by the Senate (the House of Assembly concurring), That no further bills or joint resolutions (excepting the usual appropriation bills and bills submitted by special investigating committees) be offered in either house of the Legislature after the legislative week commencing Monday, March 3d, 1919, unless by the unanimous consent of the members of the body wherein such bills or joint resolutions are proposed for introduction.

Signed-William H. Bright, Arthur Whitney, Thomas Brown. There being no objection, the rules were suspended, on motion of Mr. Case, and Senate Bill No. 17 was placed back on second reading for the purpose of amendment.

The following amendments to Committee Substitute for Senate Bill No. 17 were read and adopted:

Strike out all of line 2 of section 3, and substitute therefor the following: "five members who shall hold office for a term of two years and until their successors have been appointed and have qualified. The Governor in like manner at the expiration of their terms shall appoint their successors. They shall serve without salary."

Strike out on line 7 of section 4 the words "as he may deem proper" and substitute there for the following: "as shall in the

judgment of the said Librarian and the State Printing Board be necessary."

There being no objection, the rules were suspended, on motion of Mr. Case, and

Committee Substitute for Senate Bill No. 17 entitled "An act to provide for the preparation, publication and preservation of the names and records of the services of the men of New Jersey who were engaged in the military and naval service of the United States in the war with the Imperial German government and its allies,"

Was taken up and read a third time.

Upon the question, "Shall this Senate bill pass?" it was decided as follows:

In the affirmative were

Messrs. Ackerson, Allen, Barber, Bright, Brown, Case, Edwards, Fithian, Haines, Hammond, Mackay, Pilgrim, Sturgess, Whitney-14.

In the negative-None.

The Secretary was directed by the President to carry said bill to the House of Assembly and inform that body that the Senate has passed the same, and requests its concurrence therein.

Senate Bill No. 92, entitled "A supplement to an act entitled 'An act concerning escheats,' " passed February twenty-seventh, one thousand eight hundred and twenty-eight (Revision of 1877, page 375),

Senate Bill No. 87, entitled "A supplement to an act entitled 'An act to establish a thorough and efficient system of free public schools, and to provide for the maintenance, support and management thereof,'" approved October nineteenth, one thousand nine hundred and three,

Senate Bill No. 86, entitled "A supplement to an act entitled 'A supplement to an act entitled "An act to provide for the control and operation of roads and bridges owned or claimed to be owned by any plank road company whose charter has expired or may expire," approved March twenty-second, one thousand nine hundred and one,'" which supplement was approved April third, one thousand nine hundred and two,

And

Committee Substitute for Senate Bill No. 6, entitled "An act creating a Bureau of Vital Statistics in this State, and to provide for the registration of all births and deaths and vital facts relating thereto,"

Were each taken up, read a second time, considered by sections, agreed to, ordered to be printed, and to have a third reading.

COMMITTEE HEARING.

The Committee on Municipal Corporations will hold a public hearing on Senate Bill No. 54, on Tuesday, February 25th, 1919, at 10:30, in the Senate Chamber.

On motion of Mr. Case, the Senate then adjourned.

TUESDAY, February 25th, 1919.

At II o'clock A. M. the Senate met.

The session was opened with prayer by the Rev. Edward G. Read, D.D., of Plainfield, N. J.

Under the direction of the President, the Secretary called the Senate, when the following Senators appeared and answered to their names:

Messrs. Ackerson, Allen, Barber, Bright, Brown, Case, Edwards, Fithian, Haines, Hammond, Mackay, Martens, Runyon (President), Smith, Sturgess, Wells, Whitney —17.

There being no objection, the rules were suspended, on motion of Mr. Case, and the vote by which Senate Bill No. I was passed was reconsidered by the following vote:

In the affirmative were

Messrs. Ackerson, Allen, Barber, Bright, Brown, Case, Edwards, Fithian, Haines, Hammond, Mackay, Martens, Runyon (President), Smith, Sturgess, Whitney-16.

In the negative-None.

Senate Bill No. 1, entitled "An act to amend an act entitled 'An act to establish a thorough and efficient system of free public

schools, and to provide for the maintenance, support and management thereof,' approved October nineteenth, one thousand nine hundred and three,"

Was taken up on third reading.

Mr. Case asked unanimous consent to amend said bill on third reading.

Which was agreed to.

Mr. Case offered the following amendments, which were read and adopted:

Amend section one by inserting after the word "collected", in line 17, page 2, the following:

"provided, that in the year nineteen hundred and nineteen the said board of school estimate shall perform the duties required of it by this section within ten days of the date of approval of this act, and shall in said year, at the same time that it certifies the amount fixed and determined to be appropriated, also certify said amount to the county board of taxation, which board shall, in all cases where the municipal tax ordinance or resolution shall have been passed and adopted prior to the receipt of the certificate of the board of school estimate, include in the amount to be raised by taxes in such municipality the amount so certified by the board of school estimate, to the extent of the excess of said amount so certified over the amount included in said municipal tax ordinance or resolution for school purposes, if any, and said amounts so included by the county board of taxation shall be raised by taxation for school purposes in the municipality the same as if said amount had been originally included in the tax ordinance or resolution;".

Said bill, as amended, was then read a third time.
