MONDAY, February 24th, 1919.

At 8 o'clock P. M. the Senate met.

The session was opened with prayer by the Rev. Edward G. Read, D.D., of Plainfield, N. J.

Under the direction of the President, the Secretary called the Senate, when the following Senators appeared and answered to their names:

Messrs. Ackerson, Allen, Barber, Bright, Case, Edwards, Fithian, Haines, Hammond, Kays, Mackay, Martens, Pilgrim, Runyon (President), Smith, Sturgess, Wells, Whitney-18.

On motion of Mr. Case, the reading of the Minutes of the Journal of February 17th and 18th was dispensed with.

Senate Bill No. 93, entitled "A supplement to an act entitled 'An act for the construction, maintenance and operation of waterworks for the purpose of supplying cities, towns, townships, villages, boroughs and other municipalities in this State with water, and otherwise amending said act,'" approved April twenty-first, one thousand eight hundred and seventy-six, as such title was amended by an act approved June twenty-second, one thousand nine hundred and six,

Which was read for the first time by its title, ordered to have a second reading, and referred to the Committee on Municipal Corporations.

Senate Bill No. 94, entitled "A supplement to an act entitled 'An act for the protection of certain kinds of birds, game and fish, to regulate their method of capture, and provide open and close seasons for such capture and possession (Revision of 1903)," approved April fourteenth, one thousand nine hundred and three,

Which was read for the first time by its title, ordered to have a second reading, and referred to the Committee on Game and Fisheries.

Senate Bill No. 95, entitled "A supplement to an act entitled 'A further supplement to an act entitled "An act to provide for the imposition of State taxes upon certain corporations and for the collection thereof," approved April eighteenth, one thousand eight hundred and eighty-four,' approved March twelfth, one thousand nine hundred and six, fixing the time of liability for such taxes, construing and declaring the intention of the Legislature with respect thereto,"

Senate Bill No. 96, entitled “An act to fix the compensation of members of boards of chosen freeholders except where the members are now paid an annual salary,"

Mr. Edwards, on leave, introduced

Senate Bill No. 97, entitled "A further supplement to an act entitled 'An act to authorize the board of chosen freeholders of the several counties in this State to lay out, open, construct, improve, and maintain a public road therein,' approved April seventh, one thousand eight hundred and eighty-eight,"

Which was read for the first time by its title, ordered to have a second reading, and referred to the Committee on Highways. Mr. Smith, on leave, introduced

Senate Bill No. 98, entitled "An act to provide who shall act as mayor in case of vacancy in that office in cities other than those which have adopted the form of government by commission,"

Which was read for the first time by its title, ordered to have a second reading, and referred to the Committee on Municipal Corporations.

Mr. Whitney offered the following concurrent resolution, which was read:

Concurrent Resolution for the appointment of a committee consisting of one member of the Senate and one member of the House of Assembly to determine the number of officers neces

sary for carrying on the business of the Legislature and defining their duties:

Be it resolved by the Senate (the House of Assembly concurring), That a committee consisting of one member of the Senate appointed by the President of the Senate, and one member of the House of Assembly appointed by the Speaker of the House of Assembly, be and are hereby constituted a committee to determine the number of officers necessary for carrying on the business of the Legislature and defining the duties of such officers. Such committee shall make such investigations as it shall deem necessary, and shall present its report to the present Legislature, and such recommendations as to it may seem proper.

And adopted by the following vote:

President Runyon announced the appointment of Senator Mackay as the Senate member of the committee.
