Under the direction of the President, the Secretary called the Senate, when the following Senators appeared and answered the call:

Messrs. Ackerson, Allen, Barber, Bright, Brown, Case, Conrad, Edwards, Fithian, Haines, Hammond, Kays, Mackay, Martens, Pilgrim, Sturgess, Wells, Whitney—18.

Mr. Case moved that when the Senate adjourn, it be to meet Tuesday morning at II o'clock A. M.

Which motion was adopted.

The following message was received from the House of Assembly by the hands of its Clerk:

Mr. President:

STATE OF NEw Jersey,

ASSEMBLY CHAMBER,

February 17th, 1919.

I am directed by the House of Assembly to inform the Senate that the House of Assembly has concurred in the following concurrent resolution:

Resolved (the House of Assembly concurring), That the Secretary of the Senate and the Clerk of the House of Assembly be designated as requisition officers for the Legislature; and, be it further

Resolved, That all statements of expenses of the Legislature be referred to the Committee on Incidental Expenses of the Senate and House of Assembly, respectively, and when approved by said committee, said approval shall be indicated by the signature of the Chairman of the Senate Committee on Incidental Expenses, for expenses of the Senate, and by the Chairman of the House Committee on Incidental Expenses for expenses of the House of Assembly, together with the signature of the Secretary of the Senate, or the Clerk of the House of Assembly, respectively, and said bills, when approved, shall be forwarded to the Comptroller of the Treasury for payment.

In which the concurrence of the Senate is requested.

Was read for the first time by its title, and ordered to have a second reading.

Senate Bill No. 40, entitled "A supplement to an act entitled 'An act to extend protection to the civil rights of members of the military and naval establishment of the United States engaged in the present war,' approved February twenty-sixth, one thousand nine hundred and eighteen,'

Was taken up, read a second time, considered by sections, agreed to, amendments ordered to be printed, and the bill to have a third reading.

Mr. Case offered the following resolution, which was read and adopted:

Resolved, That as remuneration for services rendered and necessary expenses incurred, the officers of the Senate who served at the session of January 20th, 1919, by direction of a resolution passed by the Senate on January 14th, and who are not on the roster of officers of the Senate for this present legislative session, be paid the sum of $15.00 each.

On motion of Mr. Case, the Senate then adjourned.

At II o'clock A. M. the Senate met.

The session was opened with prayer by the Rev. Edward G. Read, D.D., of Plainfield, N. J.

Gentlemen of the Senate:

Owing to my inability to be present at this day's reunion of the joint session of the New Jersey Senate and the General Assembly, I do hereby appoint Senator J. Hampton Fithian, of

Cumberland county, to act as President of the New Jersey Senate at the session to be held on Tuesday, February 18th, 1919. In witness whereof, I have hereunto subscribed my name the day and year first above written.
