Senate Bill No. 106, entitled "An act to enable the State of New Jersey to take part in the inaugural parade at Washington, District of Columbia, on March fourth, one thousand eight hundred and ninetyseven,"

As correctly engrossed.

The following bills, having passed both Houses, were this day delivered to the Committee on Passed Bills, with the following indorsement thereon:

Senate Bill No. 7, entitled "A further supplement to an act entitled 'A further supplement to an act entitled "An act concerning taxes," approved April fourteenth, one thousand eight hundred and forty-six, which said further supplement was approved April eleventh, one thousand eight hundred and sixty-six,

Senate Bill No. 13, entitled "An act to provide for the division of municipalities, governed by boards of commissioners or improvement commissions, into wards, and to regulate the election of commissioners thereto,"

Senate Bill No. 14, entitled "A further supplement to an act entitled 'An act for the formation and government of villages,'' approved February twenty-third, one thousand eight hundred and ninety-one, And

Senate Bill No. 18, entitled "An act concerning assessments for local improvements in cities of the first class, and providing for the appointment of a suitable person or persons in the place and stead of any commissioner or commissioners appointed to make such assessments who may own or be interested in real estate affected by such improvements or liable to be assessed therefor."

Said bills were then reported by Mr. Gould, Chairman of the Committee on Passed Bills, as having been received from the Secretary of the Senate, and this day delivered to the Governor for his approval.

Mr. Voorhees moved that when the Senate adjourn, it be to meet on Friday morning at 10 o'clock, and that when it then adjourn, it be to meet on Monday evening at 8 o'clock,

Which was agreed to.

In accordance with the direction of the President, the Secretary carried the following bills to the House of Assembly, informed it that the Senate had passed the same, and requests its concurrence therein :

Senate Bill No. 12, "An act to amend an act entitled 'A supplement to an act entitled "An act concerning roads'" (Revision), approved March twenty-seventh, one thousand eight hundred and seventy-four," which supplement was approved March twenty-sixth, one thousand eight hundred and ninety-six,

Senate Bill No. 37, entitled "Supplement to an act entitled 'An act respecting conveyances," approved March twenty-seventh, one thousand eight hundred and seventy-four,

Senate Bill No. 53, entitled "An act for extending the time for completing certain railroads,'

Senate Bill No. 90, entitled "An act to incorporate the borough of Chatham, in the county of Morris,"

And

Senate Joint Resolution No. 1, entitled "Joint Resolution relating to the granting of a right of way over the lands owned by the state at or near Rahway and upon which the state reformatory is now being built."

The Senate then adjourned.

FRIDAY, February 19th, 1897.

In the absence of the President, Mr. Skirm took the chair as President pro tempore.

Under the direction of the President pro tempore, the Secretary called the Senate, when the following Senator appeared and answered the call:

As there was no quorum present, the Senate then adjourned.

MONDAY, February 22d, 1897.

At 8 o'clock the Senate met. The session was opened by prayer by the Rev. Geo. S. Messeroll of Millville.

Under the direction of the President, the Secretary called the Senate, when the following Senators appeared and answered the call: Messrs. Barber, Daly, Francis, Gould, Herbert, Johnson W. M., Ketcham, Miller, Parry, Reed, Skirm, Stanger, Voorhees, Williams (President)-14.

Journal of Wednesday was read and approved.

Mr. Williams presented a petition from the W. C. T. U. of Paterson, requesting the passage of the Marriage License Bill.

Referred to the Committee on Revision of the Laws.

Mr. Reed, Chairman of the Committee on Boroughs and Borough Commissions, reported

Senate Bill No. 103, entitled "An act to repeal an act entitled 'An act to set off a portion of Landis township, in the county of Cumberland, into Franklin township, in the county of Gloucester, and to change the boundaries between said counties,'" approved March twenty-eighth, one thousand eight hundred and ninety-two,

Favorably.

Mr. Daly presented a resolution which was declared out of order.
Mr. Daly appealed from the decision of the President.
Mr. Voorhees was called to the chair by the President.

Mr. Daly addressed the Senate to debate the question.

Mr. Herbert rose to a point of order that the decision of the chair was not debatable.

Mr. Voorhees (President pro tempore) declared point of order well taken.

The roll of Senators was called on the sustaining of the President's ruling,

Which was decided by the following vote:
