vocate causes upon complaint of parties, but also to call before them any whom they held scandalous or erroneous; to command ministers to excommunicate them under the pain of suspension, depri vation or warding, and to call before them ministers or professors in schools, colleges, or universities, whom they should understand to have uttered in public any thing against the conclusions of the bypast General Assemblies, or in favour of any who are banished, warded, or confined, and to punish them according to the quality of their offence."-Scot's Apologetical Narration, pp. 219, 220. Nor had the bishops failed, previous to the date of this letter, to exercise the exorbitant power thus granted them over the bodies and goods of loyal subjects, not a few ministers having been deprived, imprisoned, and banished by the Courts of High Commission simply for their nonconformity. In a paper entitled "The Grievances of the Ministers and other Professors given in by some in their name to his Majesty, or to the Estates," soon after Charles I. ascended the throne, it is complained, "That the bishops, not being content with the titles and benefices of bishopricks, encroached, against their own protestations and promise, upon the jurisdiction ecclesiastical, in accepting, or rather procuring power and commission from his Majesty to fine, confine, decern upon suspension, deposition, deprivation of ministers, and excommunication of whatsoever subjects; and, that they have removed worthy men of the ministry from their calling for no other cause but refusal of conformity to some ceremonies unknown till of late to our Kirk."—Ibid. pp. 322, 324.

The emigration of these preachers and of multitudes of the people to New England was the consequence of the persecuting measures pursued by Archbishop Laud for enforcing conformity in the prosecution of his favourite scheme of bringing the Church of England as near to that of Rome as could consort with his own supremacy and that of his sovereign. To promote this scheme the churches were to be repaired and adorned with images, pictures, altar-pieces, and public worship embellished with pompous ceremonies. By his direction Charles published a new set of instructions for the bishops, requiring them, among other things, to see that perfect silence be observed in the predestinarian controversies; and that every lec

turer before his lecture read the service in the Prayer-Book in his surplice and hood. Such as refused to conform were prosecuted before the High Commission, and treated with great severity. "Affected with the constant persecution of their party, and the reduction of their families to beggary, without any prospect of deliverance, Messrs Higginson and Skelton, with about three hundred and fifty private persons, retired to America and settled in the Massachusetts Bay, as their friends had formerly done at Plymouth. After landing, they entered into a solemn covenant to walk together in the fear of the Lord and in church-fellowship with one another. About seventy ministers and four thousand planters are said to have retired to that continent from the tyrannical rage of Laud and his agents." -Brown's British Churches, vol. i. pp. 215-217.

In Note 2, p. 489, it is said that Mr John Brown "presided over the Scottish congregation at Rotterdam." This statement made on the authority of the Scots Worthies is incorrect. We learn from Steven's History of the Scottish Church in Rotterdam, (p. 38,) that Brown was never admitted pastor of a particular congregation abroad, although he occasionally favoured Messrs Hogg and M'Ward, who were settled over the Scottish Church in that city, with his greatly valued assistance in the pulpit, and in visiting their people.
