* The General Assembly of 1897 made an emergent appropriation of $5,000 to care for thirty additional patients for the year ending October 31, 1899, but as only twenty-eight patients were cared for only $4,666.67 was expended.

† One hundred and seventy dollars per capita per annum was appropriated for each person actually present over a daily average of four hundred and ninety-one patients, amounting to $9,315.98.

RECOMMENDATIONS.

The following appropriations are hereby recommended for this institution:

Maintenance

$89,000 00 And $160 per annum per capita for each patient in excess of

a daily attendance of 546. For repairs, annually.....

4,000 00 For refrigerator plant and cold storage.

3,000 For repairs to oven..

200 00 For repairs to kitchen..

Since this institution has a capacity of 664 inmates and there was a daily average number present during the last year of only 546, the committee does not feel warranted in making a recommendation for the increase of the capacity of the institution.

It does not feel that the investment of $20,000 in a farm for dairy purposes would be wise, or that the expenditure of $14,000 for a new laundry is demanded by the conditions of the institution. Instead of the vegetable cellar the committee would recommend a cold storage plant similar to that constructed in the Eastern Hospital for Insane. The committee believes that the water supply is sufficient for present purposes and that the fire protection is adequate, and would therefore not recommend an appropriation for waterworks or for water purifier.
