The committee would recommend an appropriation for maintenance of $101,200 annually, and $160 additional for every person present over a daily average of 621, and for repairs $4,000 per The committee has endeavored to thoroughly investigate the conditions from which the needs calling for specific appropriations arise. It finds that the water supply is insufficient for lawn purposes and fire protection; that the horse barn is almost worthless, affording very imperfect shelter from rain and storm; that cement floors in the basements would improve the sanitary conditions of the buildings and that the boiler-house chimney is damaged by storm and in need of repair.

EASTERN HOSPITAL FOR INSANE.

This hospital, called "Easthaven," is located near Richmond. It is established on the cottage plan.
