state of Kansas, and to prevent discrimination therein; to investigate the

administer oath and take testimony and cause the arrest and prosecution of any
person or persons when in the opinion of the commission, or any member
thereof, there is sufficient evidence to warrant the charging of the crime of arson
or incendiarism or conspiracy to defraud or criminal conduct with the origin
of fire, which shall result in the destruction of property in the state of Kansas.
