Stiles A motion was made by Mr. John Campbell to amend the said resolution of Mr. McKay, by striking out "twenty-sixth Congress," and inserting "twenty-seventh Congress.' A motion was then made by Mr. French to amend the said resolution of Mr. McKay, by striking out all after the word "Resolved," and inserting the following: "that a committee of members be appointed, with instructions to inquire into and report to this House such rates of compensation to be paid the public printer, hereafter to be elected by this House, as will maintain a just economy for the Government, and an adequate compensation to the printer; and that the rates of printing to be hereafter paid the printer of this House shall be as heretofore fixed by the House." The previous question was moved by Mr. Cave Johnson, and, having been seconded by a member, (the House not having adopted any rules,) was put, viz: Shall the main question be now put? Mr. White submitted as a question of order, that the amendments were not set aside by the previous question; but that, by the parliamentary law, the first question would be upon the pending amendments, and then upon the adoption of the resolution.
