rather than the export of agricultural commodities in competition with American producers; and

(4) the President should instruct the National Advisory Council on International Monetary and Financial

Policies and the United States Executive Director in each of the international financial institutions to oppose

new proposals for palm oil development loans unless the palm oil is needed domestically and does not have the effect of increasing palm oil exports.

SEC. 2. The Clerk of the House shall transmit copies of 11 this resolution to (1) the President; (2) the Secretary of 12 State; (3) the Secretary of Agriculture; (4) the Secretary 13 of the Treasury; and (5) the President of the International 14 Bank for Reconstruction and Development.

RESOLUTION

Resolved, That it is the sense of the House that

(1) The Secretary of Agriculture should study the im3 pact of the development of the foreign palm oil industry on 4 the domestic vegetable oil industry and submit his recom5 mendations to the National Advisory Council on Interna6 tional Monetary and Financial Policies that further loans by 7 the international financial institutions--the International 8 Bank for Reconstruction and Development, the Inter-Amer9 ican Development Bank, and the Asian Development Bank— 10 for the development of palm oil be discouraged by the United 11 States.

1 (2) The Secretary of the Treasury, with the coopera2 tion of the member agencies of the National Advisory Coun3 cil and the Secretary of Agriculture, instruct the United 4 States Executive Director in each of the international finan5 cial institutions to oppose new proposals for palm oil de6 velopment loans unless the palm oil is needed domestically 7 and does not have the effect of increasing palm oil exports.
