their. Dependencies aforefaid, or the Perfon or Perfons authorized by him or them respectively, fhall, and they are hereby respectively authorized and required to detain the Clearances Outward, and all other Papers of all fuch British Ships and Veffels as aforefaid, and not to give or deliver any Difpatch or Paffport for any fuch Ship or Veffel until Payment be made as required; and in cafe any Master or Commander of fuch Ship or Veffel, in order to avoid the Payment of the faid Monies, fhall at any time think proper to depart without his faid Clearances Outwards, in fuch case the said Conful General or Confuls fhall, upon the Return of the faid Master or Commander to any Port of His Majefty's Dominions, have a juft Action at Law against him or them for all the Money which by virtue of this Act ought to have been paid.

VI. And be it further enacted, That all Perfons in the Portuguese Dominions in South America and their Dependencies liable to pay the Duties on Freight and Tonnage in purfuance of the Act before mentioned, commonly called The Portugal Contribution Ad, for the Purposes aforefaid, fhall, after Payment made of the Sums required by this Act, from time to time to be paid as aforefaid, be exempted and discharged from Payment of the faid Duties for the future.

VII. And be it further enacted, That all Monies to be raised or received by Authority of this Act, applicable to the Purposes of the faid Contribution Fund, fhall be applied in the several Ports and Places within the faid Portuguese Dominions and their Dependencies in South America to all or any of the following Purposes; that is to fay, to the Support and Subfiftence of a Minister of the Eftablished Church of England to pray, preach and exercise his Minifterial Functions there; to the Salary of a Judge Confervator and of fuch Officers of his Court as may be deemed neceffary by the Majority of the British refident Merchants established on the Place, convened, affembled and prefided as herein directed; to the Expences of an Hofpital and Medical Affiftants, to the Relief of fhipwrecked Mariners and diftreffed Perfons, His Majefty's Subjects; and to fuch other pious, charitable and public Ufes as fhall be ordered and directed by the Majority of refident British Merchants established on the Place, duly convened, affembled and prefided, by the Conful General or Confuls for the time being within the faid Portuguese Dominions in South America and their Dependencies, or by the Perfon or Perfons authorized by him or them refpectively for that Purpose.

VIII. And be it further enacted, That the Conful General or Confuls for the time being in the said Portuguese Dominions in South America and their Dependencies, or the Perfon or Perfons authorized by him or them refpectively, fhall, and he and they are hereby required and directed to pay over at least once in every Three Months to the Treasurer of the faid Contribution Fund, elected and appointed in the manner herein directed, all fuch Sum or Sums of Money as he or they refpectively may receive under this Act, applicable to the Purpofes of the faid Fund, and for which Payment or Payments from time to time made by the faid Conful General or Confuls for the time being, or Perfon or Perfons authorized by him or them refpectively, the Receipt or Receipts of the faid Treafurer fhall be a good and fufficient Difcharge or Discharges.

IX. And be it further enacted, That the Conful General and Confuls for the time being within the faid Portuguefe Dominions in

X. And be it further enacted, That this Act fhall be esteemed Public A&t. and taken in all Courts of Justice and elsewhere to be a Public Act, and shall be taken Notice of as fuch without fpecial pleading of the fame; and if any Action shall be brought or Suit commenced against any Perfon or Perfons for any thing done in pursuance of this Act or in relation to the Premifes, the Defendant or Defendants in fuch Action may plead the General Iffue, and give this Act and General Iffue. the Special Matter in Evidence at any Trial to be had thereupon, and that the fame was done in purfuance and by the Authority of the faid Act; and if the fame fhall appear to have been fo done, then the Jury fhall find for the Defendant or Defendants; or if the Plaintiff or Plaintiffs fhall become nonfuited, or fuffer a Difcontinuance of his, her or their Action or Actions, or if a Verdict fhall pafs against the Plaintiff or Plaintiffs, or if, upon Demurrer, Judgment fhall be given against the Plaintiff or Plaintiffs, the Defendant or Defendants fhall have full Cofts, and shall have fuch Coits. Remedy for the fame as any Defendant or Defendants hath or have for Cofts in other cafes by Law.

Reign of His Majesty King George the Firft, intituled An At for better Regulation of the Linen and Hempen Manufactures in that Part of Great Britain called Scotland; certain Rules and Regulations were established for encouraging and improving the faid Manufactures, and in particular, Directions were thereby given 'for the marking and lapping any Manufacture made of Linen Yarn previous to the Sale or Exportation thereof; and certain Penalties were impofed upon the Sale, packing up for Sale, or Exportation of any fuch Goods not lapped and marked according to fuch Directions; and Penalties were alfo impofed in refpect of any Offence against the faid Act by the Lapper or Stamp Mafter not obferving the Directions thereof: And Whereas by another A& made in the Twenty fourth Year of the Reign of His Majefty 24 G. 2. c. 31. Reign, intituled An Ad for better Regulation of the Linen and Hempen Manufactures in that Part of Great Britain called Scotland; and for farther regulating and encouraging the faid Manufactures; it was enacted, that all Linen Cloth of the Manufacture of Ireland imported into or expofed to Sale in Scotland, which shall not have the Seals or Stamps of fome Stamp Mafter appointed by the Truf'tees for the Linen Manufacture of Ireland affixed thereon, fhall be forfeited, and fhall be feized and tried in the fame manner as is directed by the faid Act with regard to fuch Linen of the Manufacture of Scotland as is expofed to Sale without being ftamped: • And Whereas it is expedient that so much of the faid A&ts fhould be repealed as to render legal the Exportation to Foreign Parts from Scotland and Ireland respectively of any Linen Cloth deprived of the Markings and Stamps directed by the before recited Acts to be affixed or put upon the fame, and intended to be fo exported: May it therefore please Your Majefty that it may be enacted; and be it enacted by The King's Moft Excellent M jefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That, from and after the paffing of this Act, it fhall and may be lawful for any Perfon or Perfons (any thing to the contrary in the faid recited Acts notwithstanding) to export to Foreign Parts from any of the Ports of Scotland or Ireland, any Linen Cloth from which the Stamp may have been cut or taken, and to cut or take the Stamp therefrom for the Purpose of so exporting fuch Cloth to Foreign Parts, faving and referving always the Rights and Claims of all Perfons concerned to any legal Bounties payable on or in refpect of fuch Linen Cloth.

An Act to amend the feveral Acts for regulating the Foundling
Hofpital in Dublin.
[23d July 1814.]
HEREAS by an Act made in the Parliament of Ireland, in
the Eleventh and Twelfth Years of His prefent Majesty's
Reign, for better regulating the Foundling Hofpital and Work-
houfe in the City of Dublin, and increafing the Fund for the Sup-
'port thereof; it is, among other things, enacted, that all and every
• Poor Child and Children under the Age of Six Years, who shall be
⚫ found or taken up within the faid City and Liberties thereto adjoin-
ing, or fent to the Foundling Hofpital, fhall be received and kept
therein or fent to nurse therefrom: And Whereas by an Act made
in the Parliament of Ireland in the Fifteenth and Sixteenth Years of
His prefent Majefty's Reign, for amending the faid recited Act
of the Eleventh and Twelfth Years of His prefent Majefty's
Reign, it is, among other things, enacted, that, from and after the
Twenty fourth Day of June Qne thoufand feven hundred and
feventy fix, there fhall not be received into the faid Hofpital or
fent to nurfe therefrom any Child who fhall appear to be above
the Age of One Year old, upon any account whatsoever; any
Law to the contrary notwithstanding: And Whereas Doubts have
arifen how far all Infants (not being of the Age of more than
• Twelve Months) prefented at the faid Hofpital at all times of the
Day and Night, and on all Days in the Year, are entitled to be

received into the faid Hofpital: And Whereas the Number of Infants presented for Admiffion at the Hofpital has of late Years confiderably increased, and there is reafon to believe that feveral of them are the Children of Parents in circumftances fufficient to • enable them to maintain them, and it has been found that great Mortality has taken place among the Infants fent to the faid Hofpital, particularly during the Winter and Spring Months' For Remedy whereof, be it enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That, from and after the Governors may paffing of this Act, it fhall and may be lawful to and for the Gover. nors of the faid Hofpital, or any Three or more of them, from time to time to make Orders for fufpending and to fufpend the Admiffion of Infants into the faid Hofpital for any Space or Period of time not exceeding Six Months in the whole in any one Year, and also to make Orders for refufing and to refufe admitting any Infant into the faid Hofpital at any time unless the Perfon by whom fuch Infant is brought for Admiffion fhall produce to fome Officer of the faid Hofpital, to be nominated or appointed for that Purpose, a Certificate figned by the Minifter and Churchwardens of the Parish from which fuch Infant is fent, setting forth that the faid Minifter and Churchwardens have made diligent Inquiry refpecting the Birth and Parentage of fuch Child, and that they have not been able to discover the Parents of fuch Child, or either of them, or that the Parents or Parent of fuch Child is not in circumftances fufficient to maintain fuch Child, as the cafe may be ; any thing in the faid recited Acts, or in any other A&t or Acts, or any Law, Ufage or Cuftom to the contrary notwithstanding.

II. Provided always, and be it further enacted, That the Governors of the faid Hofpital fhall, previous to the Periods of fufpending the Admiffion of Children as aforefaid, caufe public Notice of the Order for fuch Sufpenfion, and of the Commencement and Continuance of the Duration of fuch Sufpenfion to be given by printed Advertisements or Hand-bills for the Space of Three Months previous to the Commencement of fuch Sufpenfion, and shall caufe fuch printed Hand-bills to be pofted on the Gates and in other confpicuous Places in and about the faid Hofpital, and shall also cause fuch Advertisements or Hand-bills to be diftributed among the Clergy and Churchwardens of the feveral Parishes, and among the Magiftrates of the feveral Counties in Ireland.

III. And be it further enacted, That if any Person shall forge or counterfeit any Certificate of any Minifter or Churchwarden required by this Act, or any Paper purporting to be fuch Certificate, or fhall forge or counterfeit the Name or Hand Writing of any Perfon or Perfons required to subscribe any fuch Certificate, the Offender, being thereof convicted according to Law, either at any Affizes or at any General or Quarter Seffions of the Peace for the County, City, Town or Place where fuch Offence fhall be committed, fhall be imprisoned for any Term not lefs † than Two Years, as the Court before whom fuch Perfon was convicted fhall order and direct.

mons of the United Kingdom of Great Britain and Ireland in Parliament affembled, towards raifing the neceffary Supplies granted to Your Majefty, and for the Support of Your Majesty's Government, do moft humbly befeech Your Majefty that it may be enacted and be it enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That, from and after the Sixth Day of July One thoufand eight hundred and fourteen, there fhall be raised, levied, collected and paid unto and for the Ufe of His Majefty, his Heirs and Succeffors, in ready Money (except as hereinafter is provided), without any Discount whatever, upon the Importation and Exportation of the feveral Goods, Wares and Merchandize, not being the Growth, Produce or Manufacture of Great Britain, and not having been imported into Great Britain or Ireland from any Port or Place within the Limits of the Charter granted to the United Company of Merchants of England trading to the East Indies, mentioned and fet forth in the Schedules hereunto annexed marked (A.) and (B.), imported into or exported from Ireland, the feveral Duties of Cuftoms inferted, described and fet forth in Figures in the faid Schedules; and that there fhall also be paid and allowed the several Drawbacks in refpect of the faid Duties of Importation, as the fame are also refpectively inferted, specified and fet forth in the faid Schedule marked (A.) in lieu and full Satisfaction of all Duties and Drawbacks payable in Ireland upon the Importation and Exportation of Goods, Wares and Merchandize of the like Sorts, under or by virtue of any A&t or Acts of Parliament in force in Ireland at the time of the paffing of this A&t; except fuch Duties as have been or fhall or may be granted or impofed for certain Local Purposes in Ireland by any A&t or Acts of Parliament, and which Duties are or may be appropriated to fuch Local Purposes by the Acts by which the faid Duties are or fhall be granted and impofed, or by any other Act or Acts.

II. Provided always, and be it further enacted, That nothing in this Act shall extend or be conftrued to extend, to repeal or alter any of the Provifions contained in Two Acts for the Union of Great Britain and Ireland, the one made in the Parliament of Great Britain in the Thirty ninth and Fortieth Years of the Reign of His prefent Majefty, and the other made in the Parliament of Ireland, in the Fortieth Year of the Reign of His prefent Majefty, or any other A&t or Acts in force on and immediately before the faid Sixth Day of July One thoufand eight hundred and fourteen, by which any Goods, Wares or Merchandize, the Growth, Produce and Manufacture of Great Britain, imported from Great Britain into Ireland, or any Goods, Wares or Merchandize the Growth, Produce or Manufac
