Political, Legislative, Financial Information on States Source: World Almanac Questionnaire The National Anthem Source: Records of Congress By an Act of Congress, approved by the President on March 3, 1931, the words and music of "The Star Spangled Banner" were designated as the national anthem. The words were written in 1814 by Francis Scott Key (1780-1843), a lawyer, of Frederick, Md., and Washington, who, as a visitor on board a British vessel in Baltimore, had witnessed the British bombardment of Fort McHenry. The words were sung to the air of "Anacreon in Heaven." Whenever the National Anthem is played at any place where persons belonging to the armed forces of the United States are present, all officers and enlisted men not in formation shall stand at attention facing toward the music (except at colors, when they shall face toward the colors). If in uniform, covered, they shall salute at the first note of the anthem, retaining the position of salute until the last note of the anthem. If not in uniform and covered, they shall uncover at the first note of the anthem.
