Owing to changed conditions, affecting former lines of inquiry and research, the data for this report varies from what was previously prepared. To avoid repetition much statistical matter has been omitted. But the reports on welfare work and co-operative features now presented may not be without important benefit. An earnest hope is here expressed that they will be most useful factors in raising the standards of proper relationship of all elements connected with the industrial life of the Commonwealth.
