JAMES CLARK MCREYNOLDS

Attorney-General McReynolds, who has been appointed by the President to the
vacant place in the United States Supreme Court, was born in Kentucky in
1862; was graduated from Vanderbilt University and the University
of Virginia; was for a time professor in the Law School of
Vanderbilt University; was Assistant Attorney-
General, 1993-7; became Attorney-General

of the United States in March, 1913

FREDERIC C. HOWE

Mr. Howe has been appointed by President Wilson as Commissioner of Immigration
at the Port of New York. He was born in Meadville, Pennsylvania, in 1867; studied
at Allegheny College, at John Hopkins University, and in Germany; practiced
law in Cleveland; became member of Ohio Senate, and special U. S. Com-
missioner to investigate municipal ownership in Great Britain.

He is the author of many volumes on public questions, and

has been a frequent contributor to The Outlook
