The destruction caused by the war in Europe has, as this picture shows, not been confined to cities like Louvain, but has extended to small towns and villages. The Belgian village of Visé, in which this photograph was taken, was the center of fierce fighting. The desolation wrought in Visé is described by Mr. Albert R. Williams in his correspondence from Belgium printed on another page

This cartoon and the one from "Punch" on the opposite page present contrasting views of the effect of the war on free institutions. The "Truth" cartoonist
regards the peril as Russian; the "Punch" cartoonist regards the peril as German. There is reason in believing that the present
war will result not only in curbing autocracy in Germany but in modifying autocracy in Russia
