Assembly Bill No. 41, entitled “An act to validate and confirm bonds heretofore or hereafter issued by any municipality to defray the cost of any sewer or sewers, system of sewerage, trunk lateral or connecting sewer connecting with and discharging into a joint outlet or trunk sewer constructed and maintained, or hereafter to be constructed and maintained, by two or more municipalities under the provisions of an act entitled 'An act to authorize two or more municipalities in this State to jointly construct and maintain oulet or trunk sewers, approved March fifteenth, one thousand eight hundred and ninety-nine, and the supplements thereto,'
