Surveys

Fresno, Cal.-City council following the recommendation of the city planning commission, has empowered the mayor and president of the city planning commission to arrange with Charles H. Cheney, consultant in city planning for an exhaustive survey of the city and various reports, with complete recommendations for correcting existing evils and improving civic structural conditions in general. F 8 '17

City planning commissions Spokane, Wash.-Charter amendment, authorizing the establishment of a permanent city planning commission, will be submitted to a vote of the people at the November, 1917, election. The new commission would be a body analogous to the present park board, with somewhat similar powers, with the exception that it would not have the authority to spend or appropriate money for improvements which it might suggest. It would, however have the power to hire experts to work out a city plan. The work of the board would be the hiring of these experts and a general supervision of the workings of the city survey and recommendations for improvements.

Investigations

New Jersey-Session laws of 1916 authorize a commission to inquire into the observance, enforcement, application, operation and effect of the civil service law in the state, county, and municipal governments and the advisability of amendments.

Legislation

British Columbia-Legislature passed a civil service act in May, 1917 which establishes a civil service commission of one member. The commission is required to test and pass upon qualifications of candidates for admission to, or promotion in the civil service, to investigate the operation of the act, and upon request of a minister to investigate any matter relative to his department, to report upon the organization of the departments and on any proposed change in such organization.

Illinois-Act amending an act to regulate the civil service, by removing from the classified list certain employees. Provides that removals may be made to promote efficiency of the service or for disciplinary reasons. The civil service commission shall have no jurisdiction to refuse the action of a removing officer, nor to investigate any removal or reduction in rank unless it is alleged that the removal was made for political, radical or religious reasons. Illinois-Act re-creates the court of claims to consist of three persons to be appointed by the governor with the advice and consent of the Senate. All petitions and bills providing for the satisfaction of private claims against the state shall be heard and adjudicated by said court. (S. B. 551, 1917) Minnesota-Act establishing a state land commission to investigate state land claims under congressional acts, empowering the commission to propose the terms of settlement of such claims and providing for the expenditure of money for those purposes.
