Governors' messages, 1917 Indiana-Gov. Goodrich recommends that the work of the conservation of the fish, game and bird life be separated from the law enforcing branch of the service and that a chief game warden and deputies be appointed to have charge of the enforcement of the law and that experts be appointed by the commission to look after the propagation of fish, game and birds in the state.

United States congress at the 1916 session ratified the migratory bird treaty between the United States and Canada, providing that no bird important to agriculture should be shot at any time, and that the open season for game birds may be restricted to three months and a half.

Birth control leagues have been organized in Boston, Cleveland, Ann Arbor, Chicago, St. Louis, Los Angeles, San Francisco, Portland, Ore., Seattle, Detroit, Racine, Wis., Milwaukee, St. Paul, Minneapolis, Spokane, Denver, Indianapolis, Washington, D. C., and Pittsburgh. Plans are being formulated for a convention of delegates from these cities for the purpose of forming a national federation, and a national organ, the Birth Control Review, with offices at 104 Fifth av., New York city, with F: A. North Carolina-Law relating to the compulsory education of the blind amended. Sheriffs of various counties are required to report names of all blind children to state superintendent of blind schools. (Ch. 254, P. L. 1917)

Governors' messages, 1917

Texas-Gov. Ferguson recommends the establishment of an industrial institution for the adult blind, in which they may learn a trade and in which a factory can be operated by adult blind people under the supervision of the state.
