Governors' messages, 1917 Arkansas-Gov. Brough recommends an amendment to the inheritance tax law, so as to include the rights of dower and courtesy and the creation of the office of inheritance tax attorney for the state. New Mexico-Gov. De Baca recommends the adoption of an inheritance tax. South Dakota-Gov. Norbeck thinks results have been gratifying since the collection of the inheritance tax has been placed with the tax commission.

Uruguay-New inheritance-tax law which was passed in Uruguay in 1914 has been substituted by a law promulgated in the Diario Oficial of July 13, 1916. Under the new percentage of taxes, the rate on the inheritances of near relatives varies from 1 per cent on sums from 500 pesos (peso equals $1.034) to 2,500 pesos, to 7 per cent on sums over 250,000 pesos. The inheritances of distant relatives are taxed from 11 per cent on sums over 300 pesos to 27 per cent on sums over 250,000 pesos.

Legislation

Delaware-Act amending chapter 6, laws of 1915, relating to the inheritance tax. (Ch. 7, P. L. 1917) Indiana-Several sections of the inheritance tax law were re-enacted. Conveyances, gifts or transfers made within two years of death, without consideration, are included among the property subject to an inheritance tax. Exemptions from the inheritance tax are to be taken out of the first $25,000 of each beneficial interest. Several changes are made in the procedure of appraisal. Fees for duplicate receipts go to the state treasurer and $5.00 is allowed to

prosecuting attorneys appearing in behalf of the state to enforce payment of taxes, such fee to be paid by persons or corporations from whom the tax is due. The law creating the state highway commission provides that all the proceeds of the inheritance tax paid on and after April 1, 1917, shall be paid into the state highway fund. (Ch. 118 and 87, P. L. 1917) Kansas-Act strengthening the administrative features of the inheritance tax law, giving the state tax commission more power to collect the tax. (Ch. 319, P. New Jersey Session laws of 1915 provide for a committee consisting of the medical directors and the wardens of the two state hospitals for the insane, the county physician of Hudson county or his assistant, the county counsel of Essex county or his assistant, the warden and medical superintendent of the Essex county hospital and the medical directors of the county hospitals of Atlantic and Camden counties and one assistant from the office of the attorney-general, to draft laws for the better management and care of the insane hospitals and the commitment thereto and the care therein of insane persons.

New York (state)-Gov. Whitman has signed the Sage bill providing for a thoro investigation of the state institutional system and the formulation of a definite policy over a term of years. My '17 Vermont-Session laws of 1915 authorize the senate and house committees on the insane to visit the insane hospital and investigate its management. No report was made. Legislation
