This is a report on the results of a year's careful observation or test of the operation of an isolated power plant located in a large municipal office building. That which stands out above all other things is a controversy between two interested parties, the New York Edison company and the city of New York, the former thru its selling agents claiming that the city could save money by buying current from the street mains and shutting down its own independent electrical plant; the city, thru some of its engineers, maintaining the contrary thesis. This test was to be done under an arrangement whereby each party in interest (the Edison company and the city) would appoint representatives, and the Bureau of municipal research, a disinterested third party, would select independent advisory counsel, the committee of representatives so selected to supervise the test. Legislation

Kansas-Act providing for a two-year extension of the high school course of study in cities of the first and second class and in county high schools and authorizing a tax for the support of the same, the proposition to be voted on at an election called for the purpose. The state board of education has authority to accredit such courses as are equivalent to the course of the first two years in an accredited college. (Ch. 283, P. L. 1917)

Governors' messages, 1917 Indiana-Gov. Goodrich recommends the creation of a state highway commission with jurisdiction over trunk roads. Indiana-Gov. Ralston recommends the creation of a highway department and acceptance of federal aid in the construction of state roads. Missouri-Gov. Gardner recommends the creation of a state highway commission to serve without compensation except traveling and other expenses while the commission is in session.

New Jersey-Gov. Edge recommends a thoro reorganization of the road department, including a modern state highway system. Wyoming-Gov. Kendrick recommends the establishment of an unpaid highway commission to fulfill the conditions of the federal aid road bill.

Arizona-Act providing for the creation of county highway commissions and prescribing the powers and duties of such commissions. (Ch. 31, P. L. 1917) Delaware-Act creating a state highway department, establishing a system of state highways and providing for the improvement and maintenance thereof, and the appropriating and borrowing money therefor. L. 1917) Indiana-Act creating a state highway commission, consisting of four members appointed by the governor for a term of four years at a salary of $600 a year each and traveling expenses. Highway departments-Legislation -Continued Texas-Act creating state highway department controlled by state highway commission of three members appointed by the governor for two years. Employs state engineer, provides for system of state highways, gives state aid for roads accepted as part of state system, collects registration fees from autos for support. (Ch. 190, P. L. 1917) Wyoming-Act establishing a state highway department to consist of a state highway commission and a state highway engineer and other employees; prescribing the duties of each and authorizing the state construction, maintenance and repair of public roads and bridges; creating a state highway fund and levying a tax therefor. (Ch. 76, P. L. 1917) Wyoming-Legislature has passed an act creating a state highway department. The act provides for a commission of five to be appointed by the governor, and the selection by this commission of an engineer to be the executive head of the department. The measure empowers the commission to establish state highways and provides funds for their construction and maintenance. Mr 3 '17

Illinois-Act amending an act to revise the law in relation to roads and bridges, by providing that there shall be elected in each township one highway commissioner who shall serve for two years, with a salary of $4 a day for each full day of work. (H. B. 378, 1917)
